Hard match up, but if you play it right you can win 1v1 by outpoking her with 50% heat flame spitter throughout levels 1 and 2. When she goes in for a trade always make sure you are facing her with a flame spitter so when you're stunned you continue doing damage to her. Power spikes to fight her are levels 2 and 3 after favorable trades. Look to teleport roam bot lane since equalizer will be more devastating even if irelia follows.
Aatrox
Not even in meta, but if you do come across him. You beat him throughout all stages of the game. Just build an early hextech revolver and burst him so he doesn't sustain throughout favorable trades
Akali
Very scary if you don't win lane pre 6. Even level 6, if she shadow dashes to you, equalize her and if you have 50% heat pre-fight you will win the all in. After level 6, either go for an all in or dont trade. She WILL out sustain you with first item hextech gunblade or the building items
Cho'Gath
Sustains pretty hard. Go for early trades at level 3 but thats pretty hard in itself. Rush liandries for percentage health damage. If you ask for a jungle gank and bait his spells it should be pretty easy pre 6.
Darius
You win 1v1 as long as you go for trades. He doesn't have sustain if you kite him back with harpoons and dont get hit with his Q. Hextech revolver first back buy can destroy him with the all in before he gets 5 stacks. If he gets to 3 stacks start kiting back to avoid further trades where he has 5 stacks of passive on you
Ekko
Watch out for the parallel convergence. Besides that, easy match up since he sort of needs to go into melee range to vs you. Usually you win trades if above 50% heat. When fighting level 6 and you use equalizer, try to aim it at him and his afterimage for his ult.
Fiora
She outscales you, and she isn't particularly easy to outtrade, but you can definitely win if you play it right, land your harpoons and go for a trade after she lunges and tries to run away with a vital proc.Run into bushes with an equalizer level 6 to slow down her process of hitting all 4 sides of her ult for the healing.
Gangplank
Teamfight wise, gangplank is better. But laning phase is all you. You beat him and his scurvy only gives him health since you dont have cc for him to clear with his scurvy. Watch out for barrel bush control too, he can get annoying but simple lane for you.
Garen
Garen is easily kited, that's all xD
Gnar
This is a skill match up, fight when he's in mini and even better when he just turned into mini, you have to all in him since he can kite you once you start trying to step back.
Graves
I have versed this, not too hard, just farm and out trade him level 6 if he doesnt have sustain by then
Hecarim
Kiteable, and poke him out with flame spitter. Watch out for the all in, never fight him without 50% heat or up
Illaoi
Test of spirit makes up this matchup. Try not to get hit with it, and when she misses try to trade while it's down. She out sustains you by a lot, so just try if anything to go even and farm with harpoons.
Jarvan IV
Start cloth armor 4 pots will give you trade potential and its mostly in your favor. If he uses one of his two abilities to farm thats pretty much a 5-10 second window to abuse him. Your all in is better by far and you win the 1v1 so watch out for ganks
Dr. Mundo
This is a farm lane unless mundo really messes up in trading early. Once he has enough magic resist for you, just farm with harpoons, wait for your jungler, or roam since your teleport roams are better
Jax
You never auto attack so jax's counter strike is useless unless you overheat. So stay under 100% and harass with your flamespitter. You win until level 6 clearly. Then you have to rely on trading and poking until you can kill him
Jayce
Jayce has one of the better all ins and can probably kill you if you dont take the right measures. Farm with harpoons and wait for jungle ganks to prevent one for ones which what i've seen is best case scenario for a 1v1 against him
Kayle
Very dangerous, hard to escape when trading. I recommend getting early pressure from the jungler. If you give a kill to kayle, she will snowball out of control and you never want a fed kayle. You win levels one and 2 but after that its a lot harder to trade with her because of her righteous fury.
Kennen
Another ranged vs melee match up, try to farm and dont get poked out. Get an early negatron cloak to prevent damage, and you can probably all in kennen if he doesnt come back with a negatron himself.
Malphite
Easiest match up ever. Malphite scales off armor so he gets nothing by building magic resist. If he does, its a detriment to his team but not to you. He does magic damage too so anything from a negatron cloak to magic penetration first back buy.
Malzahar
Nerfs make this lane a bit easier, but dont try to all in. Malzahar will supress you and it will just be bad. Pre 6 it should be fine to trade, just be very careful.
Maokai
Not in meta, not enough sustain to deal with your damage in trades. If he arcane shifts level 6 go ham.
Nasus
This is very important, you need to kill him/zone him during the early game. The quicker you end laning phase the better. Rumble does really well against kiting him until his wither reaches a high slow ratio. Also, your impact in teamfights are a lot better in the early to mid game
Olaf
Watch out for the level 1 all in. If he buys anything besides magic resist (Black Cleaver) you will shred through his health easily.
Pantheon
Start cloth armor and 4 pots to survive his poke. Make sure to trade and not just take the damage from the spears.
Renekton
Hard to 1v1 level 6. Pre level 6 you trade pretty evenly as long as you face him when he stuns you and you have flame spitter on. Try your best not to fall into his full combo and you'll come out on top for the trade. If he gets an early specters cowl he becomes pretty scare since he cant outtrade you and all in as well.
Ryze
Buy an early negatron cloak to negate his damage, try to trade with him when he's oomed or force him to push the wave in by having him use e on you since it spreads to other minions.
Shen
It's a farm lane, try to follow up on shen ult's with a teleport. If you somehow win a trade in the early game abuse it and try to kill him to set him back in terms of farm.
Swain
Hard to deal with at 6 and even pre 6 since he's ranged. Getting an early negatron will help you trade but its pretty hard with his sustain. If you keep trading with him, you'll force him to use ult and turn it back off. After that you have 25 seconds to all in him
Tahm Kench
Very tanky but easy to deal with. Get an early liandries for the percentage health. Also your flamespitter still procs when he eats you, try to chunk him hard and kite around your minions so he can't q you and hes forced to autoattack while taking minion damage
Trundle
Probably one of the hardest counters for rumble. In the early game, he can sustain through almost every trade, and in the late game he's so tanky you cant stop his split pushes let alone 1v1 him. This allows him to build an insane amount of map pressure and teamfight presence. Focus the squishies in teamfights and focus on trundle last if you can. Usually teams get executioner callings so its not too bad to deal with his sustains in teamfights anyways.
Tryndamere
Play hard in the early game, very easy to kill. If he spins in, abuse the cooldowns. If he spins out chase after him with harpoons and trade with flame spitter.
Vladimir
Sustains pretty hard, and challenging to 1v1 because of it. Try to kill him before he completes spirit visage, also try to get him to use his pool since it has a 28 second cooldown level 1. If he gets ahead, has the potential to carry games and teamfights
Volibear
Easily kiteable, trade so hard you proc his passive, then try to kill him without it
Wukong
Watch out for the level 2 all in. Thats all, after that you win everything else from trades to teamfights if you play it right.
Yasuo
Good yasuos are a bit harder to deal with but for the most part its easy to kill his shield and its easy to duel him. Level 6 just equalize your self and the minions so no matter where he dashes he's taking damage. A early hextech revolver gurantees an early outtrade since he has to get into melee range and staying near you is a bad idea.
Teemo
High kill threat, can never be beaten, the spawn of satan himself Kappa
So clearly I'm a Rumble main, main account Nifty Rumble, Diamond 5. Rumble is the perfect champion to climb the elo ladder for top laners and even in the jungle. (For jungle, it's the same build pattern except replace one of the core items with the runic echoes jungle item). He's a strong pick since he has a low pick and ban rate. Also, most people dont really know how to deal with Rumble since he's technically out of meta but can battle even the top tier laners right now in the 6.17 meta.

Items
Items
Disclaimer: There are 7 items on the core list because each item is situational and may call for another item over the other
- burn effect synergizes with Rumble's dps kit
- Used in cases where you need extra help kiting/catching up to enemies
-Can proc liandries and rylais effect with active ability and offers you a gap closer/escape tool. (Can get you out of Jarvan cataclysm)
- You become more flexible on the type of risky plays you can make by running into the enemy team with flamespitter and hitting zhonyas to take no damage. 90% of the time you should always use zhonyas in a position in front of their whole team with flamespitter on, and if you can, to dodge enemy skillshots
- Usually bought if they have a team full of squishies and you just need to shred their health even harder.
- Bought when they are stacking magic resist. Anything from locket of solari to spirit visages means void staff
Runes
Runes
Marks
Regardless of what lane you go as Rumble, you should always have marks as magic penetration
Seals
Scaling health seals help provide survivability, and it does a hell of a lot more than 9+ armor UNLESS YOU'RE JUNGLING
Glyphs
Theres a variety of different glyphs you can run, for Rumble mid you should probably take MR glyphs but for top where the meta is AD you can take scaling AP to do more damage
Quints
Standard AP laner quints
Runes to take if you are against an AP Match up
Magic Pen marks, scaling health seals, Magic resist glyphs, and AP quints
Runes to take if you are in the jungle
Magic pen marks, armor seals, scaling ap glyphs, 2 AP quints and 1 Movement speed quint

Summary
Summary
Rumble can carry games hard or fall really far behind. The most important tip I can give to learn Rumble is ALWAYS TRY new things. Whether it be a new way to trade, a new way to use your equalizer, or even trying Rumble in a new lane. The more experience you get with him the better you will get
