Only punishable when he misses his hook so until then you have to play super safe.
Pyke
His ult executes through shield so use it early. Dodge his hooks and play safe in lane.
Soraka
Hard to trade against soraka as with 1 Q she wil heal all the damage from the trade back.
Nautilus
Hard matchup because of his hooks but you can Q him mid hook so he doesn't get in melee range with you.
Zyra
you can kill her by hitting charged nado and focusing her but get rooted and you die most likely.
Karma
One of the more skillbased matchups as her poke is harder but also harder to hit and in teamfights the glacial + ult wil have more impact.
Thresh
Skill based match up he can't get melee to flay you but still a threat with his hooks.
Lulu
Skill based match up, nothing too special about laning against lulu it is most likely the duo you have to fear for.

Don't get stunned and win the trade
Nami
Harder to trade against as she heals some damage back but since she is mostly picked with a lucian it makes her more predictable and janna is good against lucian if you Q him when he dashes
Rakan
He won't be able to get engages off in the lane but his teamfight potential is really high so try to R his R.
Yuumi
Most yuumi lanes are handshake, just try to roam and abuse her lack of roaming.
Leona
You hard win the lane pre 6 as you can Q her E. It gets a little harder once she hits 6 as she gets kill presure over you.
Braum
Easy matchup just be carefull for the minons you are walking around as he can jump on them to get melee range.
Rell
All of her W engages can be countered by your Q. Very easy matchup
