Introduction
Hello there, my name is DannyTheDuck, Lillia is one of my Top Junglers in my current champ pool and remains one of the few junglars that I can play. Although, I don't play ranked often (and currently in Silver), I can offer my insight in my Guide to Lillia.
Pro and Cons
Pros:
~ Good in team fight.
~ Fast Clear (especially later on in the game)
~ Good AoE damage
~ Nice mix of True and Magic Damage
~ Does well into tanks
~ Can do well into people who kite
Cons:
~ Hard to master
~ Hard to play if behind
~ Early clear a bit rough
~ Squishy champ
~ Doesn't do well into assassins
~ Can get burst down easily
Runes
These are the runes that Lillia takes:

Runes that I use most of the time


Primary Runes:
Dark Harvest is the main rune that I take on Lillia. This rune helps with scaling.
Cheap Shot is pretty good on Lillia. You can proc it on your slow in your Swirlseed and your ult Lilting Lullaby.
Take Eyeball collection for the extra AP. The other runes on this branch aren't that good for Lillia.
I take Ravenous Hunter for the omnivamp. Omnivamp procs realy good late game on your q Blooming Blows, and her passive Dream-Laden Bough. However you can take Ulimate Hunter for more game changing ults. (as they nerfed the cooldown of your ult Lilting Lullaby in patch 11.6).

Secondary Runes:
Celertiy is a very good rune on Lillia as you can use the bonus movement speed from her passive in Blooming Blows. This makes you fast and make you able to catch up to your enemies or get to your Jungle camps faster.
Nimbus Cloak for the extra movement speed from when you use a summoner spell to either catch up to your enemies or get yourself out from a sticky situation.
I Take 2 adaptive shards and 1 shard of armor as Lillia has weak base armor.

I have seen Lillia players take 1 shard of attack speed to help clear your camps. You can also take 1 shard of attack speed if you want.

Other Runes


Primary Runes:
I have seen some Lillia players take Phase Rush for the bonus movement speed. I would take this rune if you are aganist champs that you can kite.(For example Udyr)
Same reason as above,for the extra movement speed from when you use a summoner spell to either catch up to your enemies or get yourself out from a sticky situation.
Same reason as above, you can use the bonus movement speed from her passive in Blooming Blows. This works well with phase rush
I take Waterwalking for the early jungle skirmsh and for objective fights.

Secondary Runes:
You can proc it on your slow in your Swirlseed and your ult Lilting Lullaby.
Same reason as above, I take Ravenous Hunter for the omnivamp.
I Take 2 adaptive shards and 1 shard of armor as Lillia has weak base armor.
Summoner Spells
The summmoner Spell that would reccomond to take every single time is Flash and Smite. Flash is used to help you gap close, get yourself out of sticky situations and can make you hit that dream 5 man Blooming Blows and henceforth a 5 man Lilting Lullaby.

If you are playing Lillia jungle, I would recommend Chilling Smite over Challenging Smite. Stealing the movment speed of your enemy to make them slower while making you faster is better than Challenging Smite. Highly recommended.

I have seen player take Ghost instead of Flash. I recommend Flash over Ghost as the insta blink can make for some more flashier plays and gap close better than Ghost.
Items
There are the items that I greaty recommend for Lillia:
As of patch 11.11, Your mythic Item would be a Liandry's Torment. Liandry's Torment is such a good Item on Lillia, as the burn from Liandry's and your passive, Dream-Laden Bough synergizes well together, (the burn from liandry will continue to proc until your passive ends; over 3 seconds).
Similar to Liandry's, as it is an extra burn that also synergizes well with your passive. This item, although doesn't do as much damage as Liandry's, give a decent to a pretty good amount of health for Lillia, (which Liandry's do not). This Item makes Lillia beefy, (not tanky), and is a pretty good second item if you are ahead. If you are fairly behind, you can still go for this item, although I would recommend a defensive AP Item, (such as Zhonya's Hourglass)
A pretty good Item on Lillia, as the AP, Health and Ability Haste are really good Lillia. The movement speed that Cosmic Drive gives you after hitting the enemy is really good too. This Item also gives a decent amount of health, (making her slightly beefy), and the Ability haste is really good too, making her use Q, Blooming Blows, more times in a fight or skirmish. (Also lowers the cooldown on other Abilities as well). Pretty good third or fourth Item.
Ah who could not forget the good old, Zhonya's Hourglass. This item is a good choice for Lillia, especially if she is against an AD jungler (Which is very common), or if the enemy team has AD damage, (which most games do). If you seem to be having trouble, you can always get Seeker's Armguard for the Armor. Lillia also has one of the lowest base armor. (20) and get smacked really hard by an assassin jungler. You can also use the active effect defensively or use it aggressively by flashing in the middle of the team, using your Q (Blooming Blows) and then using your ult, Lilting Lullaby, and then Zhonya's so that you don't get bursted down quickly (as there is a 1.5 second window of them being drowsy) before falling asleep. (Hopefully your team would have done something at this point). Really good second or third Item.
Only get this if you are ahead and doing really good. Lillia is pretty squishy and can lose her Mejai's Soulstealer/ Dark Seal if she mispositions or get bursted down. Buy if you think you are doing good and can carry a lead.
Very good late game item. I would only get this if you are ahead and can afford the cost of Rabadon's Deathcap. Good second to last item.
An okay item on Lillia, I would only build this if the enemy team are 4 tanks. Your Liandry's Torment, passive Dream-Laden Bough and Demonic Embrace (if you chose to build Demonic Embrace) should shred tanks already. An okay third to fourth Item
Anti Healing if there is a lot of healing on the enemy team. Lillia can reapply Grievous Wounds pretty good due to her passive and her semi-spammable abilities. However, I wouldn't build anti healing if the rest of your team has it. It also gives a decent amount of health. A pretty good third to fourth item. If you need early anti healing, you can just buy an Oblivion Orb.
An okay item that gives you 45 magic resist, pretty good AP and some Ability Haste. It also gives you a spell shield. I would normally not build this item, but it is still a decent Item to have on Lillia. A okay third to fourth Item.
A fairly decent item that gives health and Ap, but is mainly used for the slow. Lillia's E, Swirlseed, already slows, but her other damaging abilities do not. This item is good for her Q, Blooming Blows. A fairly decent third to fifth item.
The 2 tank items that I strongly recommend for Lillia are Deadman Plate and Force of Nature. These 2 items give movement speed and pretty good resistances. (Armor and Magic Resist respectively). I would normally build one or the other, depending on if the enemy team has more AD or AP damage. Otherwise, I would go for the tanky Ap items, such as Zhonya's Hourglass or Banshee's Veil. If you want health, Demonic Embrace or Rylai's Crystal Scepter gives you a pretty decent amount of health.
Ability Explanation

Ablilty's


Dream Laden Bough


INNATE: Lillia's abilities apply Dream Dust, which deals「5% of the target's maximum health total magic damage over 3 seconds, 」capped at 40 − 100 (based on level) damage against monsters.

Blooming Blows


PASSIVE: Lillia gains a Prance stack for 5 seconds whenever she hits at least 1 enemy with her abilities, stacking up to 5 times, with the duration refreshing from subsequent ability hits. Stacks are lost by one every 1 second when the duration ends. Each stack grants Lillia bonus movement speed.

ACTIVE: Lillia swings her censer around her, dealing magic damage to nearby enemies. Enemies hit within the outer edge of the area additionally take the same amount as bonus true damage.

Watch Out! Eep!


ACTIVE: Lillia dashes to 150 units in front of the target area over 0.759 seconds, though not through terrain, and deals magic damage in an area around the target spot. Enemies hit within the center are dealt Critical strike 200% increased damage.

Watch Out! Eep! deals 50% damage to minions.

Swirlseed


ACTIVE: Lillia lobs a seed at the target area that rolls forward indefinitely. The seed detonates upon colliding with an enemy or terrain upon landing or while rolling, dealing magic damage to enemies in a cone, slowing them for 3 seconds and revealing them for 2 seconds.

Swirlseed will cast at max range if cast beyond that. The spot at which the seed will last collide with terrain is highlighted to Lillia while it is rolling.

Lilting Lullaby


ACTIVE: Lillia casts a magical lullaby over all targetable enemy champions affected by Dream Dust, which arrives after 0.3 seconds and renders them drowsy for 1.5 seconds, slowing by 25%, increasing to up to 50% over the duration. After the duration, they fall asleep for a few seconds.

The next instance of non-persistent, non-Minion, non-small and medium monster damage taken by each of the sleeping targets consumes the debuff to deal additional magic damage.

Early Games/ Early Jungle Clear
This is the path to clear my camps. Note that this is not a 100% always take this route, as you have have to improvise if the enemy junglar counter jungles/invades, if your team mate is caught out, or if there is a free kill.

Bot side



If you are bot side, I would go ward the pixel brush in river (just in case of an invade) and tell your bot lane to watch in the tri-bush. This is to prevent them from invading, as an invade can screw Lillia up. Take extra care if the enemy team has a good early game, (such as Xin Zhao, and Olaf), or has hook or long cc, (such as Thresh, Blitzcrank, and Morgana). Recall and then buy a sweeper. Return to your red buff and get a leash from your bot lane. Level up your Q Blooming BlowsFirst.

After doing your red buff, level up your E Swirlseed go to your krugs, and do them, smite the large krug. Save your Q Blooming Blows to last hit the small krugs to save as much time as possible.

Go to your Raptors after your Krugs and Q Blooming Blows then W Watch Out! Eep! to cover more space, after this level up your W Watch Out! Eep! and E Swirlseed the wolves. Use your W Watch Out! Eep! then Q Blooming Blows twice. Kite towards your Blue buff and use your E Swirlseed on the blue buff. If done correctly, you can do your blue buff right after your wolves without wasting much time. Smite your blue buff and go to the top scuttle crab. Do the crab and go to the enemies raptors and do them if they are there. If not, go back to your gromp and do it. Recall to by at least shoes and part of your Lost Chapter.

You might have to contest the top scuttle, and due to the meta of junglars and your semi-weak early game, you will lost most 1 v 1 at level 3. Unless you are playing against a really weak early game junglar like Karthus or some off meta junglar. Either you will have to give the crab up or ping your laners to assist you. Depend on who comes you may win or lose the fight for the crab. If you cannot get the crab, do not waste your time trying to contest the crab. Just go back to do your camps and try to go to the Bot crab.

Top side



If you are top side, I would ward the pixel bush on the bot side and then recall for a sweeper. Watch for an invade just incase. Go to your Red buff rather than your blue buff. Start with your Q Blooming Blows Red side has more AoE camps than Blue side, which mean you will clear this side faster. Level up your E Swirlseed and go to your Krugs and Smite the large krugs and do them.

If your top laner has a really strong Level 2 and the enemy is somehow overextended, you can cheese gank top lane. Most toplaners won't expect a Lillia ganking this early. Although you don't have any hard CC, the slow on your E Swirlseed should be enough to either scare the enemy top laner to burn flash or you get a kill. This will only work if Toplaner has a really good early game. Once the enemy burns flash, don't chase, and just go back to your raptors then Top crab. This can only work if you are Top jungle, as the red buff should help with the damage.

If you choose not to do that, do your raptors, wolves and then blue buff. Do the bot crab and look at the enemies raptors. If they are there, do them, and then do your Gromp. This is how the first 4 minutes should go.
Mid Game
In the mid game, you should be power farming while looking for any ganks or camps that you can steal. Mainly using your ult to make plays. Gank any lanes that are overextended. Stealing camps is also really good on Lillia, as her camp clear is faster the later the game goes. The movement speed she gets can also make her run from most things, assuming that she doesn't get cc'ed. With a fully stacked passive on her Blooming Blows she is able to outrun most enemies.
Late Game
Late game is where you truly shine, as you have a game changing Ult. At this point in the game, asumming that your aren't very behind, you can poke them with your E Swirlseed and try to land atleast a 3 man ult, (more is better, but if you hit a high prio target, you can shut them down assuming that they don't have a spellshield, Quicksilver Sash or anything that will cancel Cc, they will generaly be dead. Also, in this late stage of the game, you will have enough AP that you will be flying around them, and spaming Blooming Blows around them.

In the Late game, objectives is very imporant. Makes sure you set up the objective by vision control and good positioning.
Conclusion
