I think you guys aren't thinking about the problem correctly. The problem isn't when people say they +rep a funny post, the problem is that they actually +rep a funny post. There's nothing wrong with saying you gave a +rep, what needs to be done is explaining when should you should or shouldn't give a +rep and prevent those undeserved +reps in the first place.

I'm pretty sure there's no rule about what should or should't be +repped.
IIRC, rep can be earned through "funny, thoughtful or insightful comments"
No rule that says "no repping unless it was a well thought-out opinion or question"
