"Not worth! It's like the previous promote summoner spell which is no longer there. Promote used to be a spell which helped push early. If you are playing an ap carry, by the time you get this much gold, you must build into something better for more early damage and harass to the oponent."

"Just as they said (in the preseason patch video), they hav brought items for ad casters (who deal more damage through their spells) like talon, pantheon or zed. These items : scimitar, hydra or the new black cleaver wil work better on them compared 2 other champs!"
