Nimbus Cloak went from being a rune used on little to no one to being used by anyone who could make good use of the rune. It's nice to for Manaflow Band to have competition in its slot (since Nullifying Orb is rarely used).
I can understand why it's being nerfed, but maybe having it's movement speed bonus be based on the cool-down of said summoner spell. Longer the cool-down the better the movement speed buff, that way since Smite is the primary abuser it would receive the least amount.
On the other hand, it's possible if that change happened, it would probs make the rune less worthwhile on those who took it. Another option is having what I suggested but applies to the duration instead of the movement speed.

I think I am mostly sad because of ADC champions that build Nimbus Cloak + Gathering Storm (almost everyone atm). Tbh I reaaaaally enjoyed this secundary rune setup. It felt so good to have more escape options while scaling into late game infinitely. I really don't want to get back to Magical Footwear + Biscuit Delivery meta :/

When i play toplane i feel like inpiration secondary is mostly always a safe choise if you don't know the matchup. My only experieces with nimbus are with Ryze & vayne and all i can tell is that this rune combined with tp/flash brings out a ton of MS that enemies don't expect.

This patch introduces a variety of new changes coming to champions having Aphelios, Hecarim and Karma being among the few targets for this patch.
