This is a guide to Azir so I will say this, he is a versatile character, you can play differently from powerful dmg with low hp to a tank with high endurance (lots of variants, lots of science, lots of perks for the whole game). The choice is yours, your style - your goals( the runes). The basic mistake is leaning on the opponent, because it's not about adapting to him, but about making him adapt. Don't complain, just poke ;) It's worth playing Azir, especially when season 13 comes. You can already feel that Azir is doing better (despite the nerfs). Perseverance is the key to mastering Azir. Hi, You have to find out wich style is the best for you:

1. Aery - more mana so you are more flexible, good poke. The best for learning. ( Overally good vs melee and ranged)
2. Conqueror - At the moment the best option, I play with this runes most of the matches, because it gives scaling dmg, so Azir deal more damage in early. In theory it should be used in vs tank matchup, but its not the rule.(Good vs melee and ranged)
3. First strike - When you really like poking and dont feel so confident in face to face fight. The best vs ranged, but works vs melee too. Remember that you have to attack as first, without it you get nothing.
4. Lethal tempo - I dont recommend it because it is going to be nerfed. (Most used vs melee)

To be honest, I don't play lol very much at the moment because I don't have enough time for that. Azir got a bit of a nerf now, but that doesn't affect his overall power too much. Especially since E is not used that often. As for Liandry, I personally built it when the enemies are quite tanky. So yes, it makes sense.

Regarding your question, I honestly never thought about it that seriously, but your words made me do it and I think Azir has some potential to become a strong/useful bot lane character. What's interesting, I don't mean ADC (considering Azir's skills). Overall, I think this is a really great idea. I have to check it sometime.
