Prowler's Claw is not useless as an item, but there are items that are mandatory for purchase on Naafiri and that are simply more effective in the gold/utility ratio.
Even if we consider it in the context of situational, all situational items from my list are more useful than Prowler's Claw. If you want damage, buy Ravenous Hydra. And also in all Fuzzmonkey builds, you can replace Prowler's Claw with Ravenous Hydra, you will only stronger.
Well, in the end, keep in mind that your Hounds' Pursuit already slows down the enemy, so you will overpay for the passive effect of Prowler's Claw.
I have tested both Phase Rush and Arcane Comet and I can say the following:
We don't need Phase Rush, since Naafiri needs runes for damage, and the movement speed with The Call of the Pack is so enough to catch up/escape.
You can use Arcane Comet, because if your dogs bite the enemy long enough, then for the second use Darkin Daggers Arcane Comet will be applied again. But since the enemy usually runs away from the dogs and they don't bite him (or he just kills them), Arcane Comet doesn't recharge so fast, so Electrocute is more profitable in terms of damage.
