His W scales so definitely take Nullifying Orb in your runes. Remember after you kill him to gtfo.
Twitch
Has a statistically high win-rate against Varus. Avoid engaging when low or when he has poisoned you. Use your E and be cautious of his invisibility.
Draven
Avoid trades since he has a lot of damage, but if you can get ahead in farm then you should be able to buy enough items to counter him.
Tristana
Her mobility and range counters Varus, try to poke her down so she doesn't want to engage/commit. If your support has a strong engage (stun/knock-up) then burst her down.
Kalista
Don't let her poke you down, since her E (Rend) will deal more damage than the extra damage you get from her stacks. Try and take advantage of the fact that she can't cancel her autos, and reduce her kiting ability with your E.
Miss Fortune
Her AOE ability is larger than yours don't let her zone you into getting behind in farm. Her Q also hits you through the minions. Try to counter her Q with positioning, and have your support help you.
Sivir
Her spell-shield counters Varus' Q and R, and her other abilities can poke any enemy adc hard. Try to prevent her from gaining a lead, and get her spell-shield out early so you can hit her with your other abilities.

She has high damage, but if you poke her, respect her after lvl 6, and don't stand near walls she can stun you into then you should be fine. <3
Twisted Fate
Dodge his skill-shots, but poking him down should be a viable strategy.
Kindred
Her Q is great in chase, but she you can poke her down.
Ashe
Stay behind minions to reduce her W.
Jhin
Jhin can be tough to fight because of his stuns and slows, once you get the hang of dodging his abilities it gets easier, but Varus has enough damage and poke to even the match up.
Alistar
Alistar is tanky and has a strong engage, but not a lot to help Varus escape from sticky situations.
Blitzcrank
Decent engage if Blitz can land the hook, but not a lot of options for shielding Varus.
Braum
Lots of shield, decent engage, and very tanky.
Janna
Not very tanky she does have a shield. If your Janna can land her tornado then her synergy will be better, but it can be difficult to land consistently.
Leona
Nice slows on the enemy and very tanky not great at providing Varus tons of escapes without getting close to the enemies herself.
Lulu
Lulu has shields and slows and her R can definitely help you take down enemies, lacking a bit in tankyness.
Lux
She does have a shield, but it's not quite as good as Morgana's. Her Stuns and Slows are nice and she'll help you farm early in the game and get lane priority.
Morgana
Better shield than Lux, her W is also an AOE, but her Q isn't quite as good as Lux's slows and stuns.
Nami
Her bubble is a nice engage and disengage, and she has a shield for Varus. Not super tanky, but definitely has synergy.
Nautilus
Strong engage and tanky lacking in shields.
Pyke
While his hook is a good engage he doesn't really have the escape help and shields that Varus needs.
Rakan
Pretty squishy himself, he does have a small shield and heal, and his other abilities can help get a good engage paired with Varus' ultimate.
Sona
Has the heal for Varus, as well as added movement speed for pursuing and fleeing enemies. Her ultimate pairs well with Varus' and she can help you get ahead in farm at the beginning of the game.
Soraka
She does have some AOE spells, and her heals are nice, but you might be dependent on your ult to engage yourself.
Tahm Kench
Very tanky his ult is best if you travel with him across the map for macro plays. He can devour you to help you flee, but his engage takes a few stacks before it becomes very useful.
Taric
Tanky, has a shield, a stun to engage, and a heal he makes a pretty strong support.
Thresh
His ult pairs nicely with Varus and he has a nice lantern for Varus which has a high skill cap. He is also tanky with a pretty good engage and can wave clear on his own.
Volibear
No shields for Varus he does have a decent engage, but this throws the enemy back towards you which isn't always preferable.
Yuumi
Much lower synergy if you're in a match up that depends on the support to engage. Her Q does give a slow, and her E can heal you and help you pursue or flee, but you'll be 1 v 2 as far as taking damage. I put her as strong because her ult has a medium length cooldown that can pair very nicely with Varus.
Zilean
I don't like Zilean support. It's a me thing. His time-bomb is okay-ish poke, and turning back time is cool but is only going to help you if you die in the first place.
