You can manipulate where his E hits with your W knockback and also escape his Q,E and R with your W on nearby enemies and minions. BUT! You can't stop his R from hitting your teammates...
Thresh
He can cancel your engage with his E easily if he's good. Also he has a lot to offer to his team and has a hook ability.
Yuumi
She can't do anything about your engage.
Braum
He's tanky and hard to kill and also has engage and disengage tools. It's about outplaying him.
Brand
He pokes a lot, does tons of damage and has a stun. But he is immobile. If you manage to get to him and W him back into your team, he's easy pickings.
Morgana
She can E your W+Q combo and lock you down for their team to pick off. If you keep this in mind, watch your positioning and know where she is, you will be able to get by.
Rakan
Going after him when he has allies nearby isn't a bright idea, he can E away or even turn this around with his W+R combo. When he engages, make sure to keep him away from your team or isolate him for a quick kill since he's squishy.
Leona
Tanky and hard to kill. Skill matchup. You can dodge her skillshots with your W if enemies or minions are around. Even if she stuns you after you engage, your movement speed will either be too much for her to do anything or will force her to root you or even ult you, wasting it on you and not ur team!
Blitzcrank
A Blitz is always dangerous. You can dodge his Q hook with your W if enemies or minions are around and if you can react fast. If he catches you, he most likely won't be alone and you will die or take a lot of damage before your team comes.
Lux
Her poke and CC are really annoying to have to deal with. Especially if the Lux player is experienced, they will make sure to ruin your day, they will stop you from engaging and disengaging. It will become often when you flash or ingage into the Lux root but if you react fast with your Ult to take it off and follow up on that with more abilities (offensive or defensive) you should be able to outplay the non-outplayable.
Draven
He has one of the craziest damage outputs as an bot laner if he's good. All you have to do is keep people cc'd while he kills them and protect him and cc enemies more during team fights. Isolate targets with him and for him! Be as aggressive as possible early! If Draven falls behind, it's almost impossible for him to come back.
Jhin
After your W+Q combo he can W root the enemy and continue to deal damage to them. Then comes your E stun for which he can set a trap underneath the enemy to surely trigger and slow them. This CC chain gives you a lot of time to get a kill or keep someone busy.
Lucian
He does great with engage supports like Ali due to his damage output and mobility. He can follow through easier with his E dash and do all of his damage combos while you keep enemies CC'd
Caitlyn
She can trap enemy champs after you W+Q combo or even after your E stun and follow up from there. She also has a long range execute which she will thrive with after the beatdown she delivers to the enemies alongside you!
Kalista
IF! IF the Kalista knows her champ and what she's doing, the game becomes really hard for the enemy team! She can R you right into the enemy team where you knock them up and you can do a lot of mischievous things from then on. Put simply- a wild CC chain along with crazy damage. Make sure to protect her tho! She can't fend for herself very well..
Jinx
She is immobile but has a LOT of damage to make up for it. Not only that but during your W+Q combo she can set down traps underneath the enemy which not only continue the CC chain but also let you stack your E for a guaranteed stun. So much CC and damage guarantees a kill, sometimes even more than one!
Ashe
Early game is tougher because Ashe doesn't offer up as much damage as other Marksmen but she has a lotta slows! With enough kiting and planning, you could burn your enemies' summoners or even get a kill if you're playing good early. Later if she hits her R on someone, you can follow up with a W+Q combo or if you have time, W the enemy into your team (Q before that if the stun is about to expire).
Ezreal
Early the two of you are weak. If the Ezreal is good and gets strong later into the game tho, some good CC from you can mean not only a kill but a game won. Not the best synergy out of all Marksmen tho.
Kai'Sa
The goal is to get her fed! If she marks an enemy and is able to R them, she can easily follow up on your CC chain even if she's not close. You gotta keep the enemy champs off her yet near her so she can take them out during fights.
Vayne
A fed Vayne is capable of anything! The goal is getting to the later stages of the game and having her fed (through kills or farm, it doesn't matter). Then in the team fights you just make sure to make picks for her (usually squishies) and if there's a threat to her, keep it away!

Phase Rush procs instantly after your W+Q+E combo and gives you the movement speed you always seem to lack when having to stack and hit your E stun. You can activate E right before the W+Q combo to have it stack while the enemy is in the air.
Nimbus Cloak gives you much needed movement speed when using sums and the Hextech Flashtraption. You can use it so much more often and it gives a lot of playmaking potential.
I choose Celerity over Trancendance because of course... the much needed movement speed! You can cover the CDR with the items in the build so you get the most out of everything. Celerity works with your Phase Rush, Nimbus Cloak, Waterwalking, Shurelya's Battlesong, your boots and any speed boosts by allies.
Waterwalking is the best option out of the last three because it gives more to your ... check it... MOVEMENT SPEED in the river... therefore your roam potential. Also Scorch is useless since Ali doesn't poke and Gathering Storm also since Ali isn't there to be the damage dealer.
Hextech Flashtraption is broken if you have good vision and placement (which aren't hard to achieve or learn) since it not only surprises your enemies but it works with Nimbus Cloak and gives you a speed boost that won't be forgotten.
Finally, Cosmic Insight helps with your CDs which can determine how fights go. We all know the feeling of dying 1 sec before our Q Pulverize is available. Cosmic Insight alongside with the item choices will make sure that you don't only hit that one Q, but you hit multiple more!
About the Items
These items make you reach 40% CDR, become tanky for your team and give you OH SO MUCH playmaking potential than a regular Ali build!
Your roam potential is mainly up to you unlike in most games! Due to the Phase Rush and the 75% Slow Resistance it gives, in most games you would want to take Mobility Boots so you FORCE roam potential. Buy Boots of Swiftness only versus teams with unbearable amount of slows.
As Core Items, you make sure to level up your support item quickly! Don't risk dying for it tho. Knight's Vow and Zeke's Convergence give you some much needed Armor alongside with some CDR, health and of course- the actives. Make sure to use them with the strongest ally on your team and make sure to REALLY USE THEM TO YOUR BEST! After finishing your Shurelya's Battlesong, not only do you gain some nice stats and a bonus to your passive's heal, but alongside this cheap item comes a big playmaker active. This MOVEMENT SPEED burst this item gives to you AND your allies can be used as an out of nowhere engage or a must needed disengage. A lot of people sleep on this item so I'm here to wake you up. Finally the Gargoyle Stoneplate gives crazy tank stats alongside with it's active which makes you double the tank for 4 seconds! You may take it before Shurelya's Reverie if your team is in dire need of more tankiness! When in late game, don't forget to pop that Elixir of Iron!
Combos and Tricks
Don't forget to use your W Headbutt as a dodge tool! (use on enemy champs or minions to move out of the way of skillshots or to travel some distance when chasing/getting chased)
R Unbreakable Will - People forget that Ali's R works as a Cleanse. Not only does it make you tankier, but it removes CC effects from you. You can cast it right as a heavy CC ability hits you in order to instantly remove it!
W+Q+E - the infamous Alistar combo but with the difference that it is greatly empowered by this build and runes.
E+W+Q - you can pop E right before W+Q to stack it faster while the enemy is airborne but it might give away that you will be engaging if the enemy reacts fast
Q+E+W - Q to pop enemies up, activate E and move behind them, W them towards your team. Even if they dash/flash/run away, in most cases you will be able to catch up with all the MS you get from your runes and items and stun them with E.
E+W+Q - stack E on an enemy champ and stun them, W them into your team and if they have an escape tool, use Q to catch them right after they use it and secure the kill for your team!
