Janna is the match up where mid-late she will mainly shut your entire engage down with her W or R so scaling isn't an option, but before level 6 you can do well into her if unmounted because it is a point and click.
Renata Glasc
Renata is very rough of a match up for Rell. Not only does she cancel your Crash down with her Q but you could be in risk engaging into her where she uses her W and flips a losing fight her way. Like Janna she shuts your engage mid-late game down with R.
Anivia
Anivia can cancel or shut down your engage with her wall, ult, and Q. She also has her egg which can flip a fight. It is a though match-up but you just have to make sure that when you jump on her it is played perfectly or she might just stop you in your tracks as you are slowed extremely unmounted in her R.
Maokai
Maokai is a lane you have to play by his rules, if he throws his E bait it with your high move speed. You can get to him so you have to counter engage on his carry, and always make sure to tank a root from his ult for your carry or else you will most likely lose the fight. His R also shuts most of your engage down but it moves so slow that you could get what you wanted in time before it reaches you anyway.
Swain
Swain is easy to bully in lane with just dodging his E, but when he has ult it is high risk to jump on him as you need to rush Grievous Wounds to make sure he doesn't have a chance.
Shaco
This lane I suggest Oracle Lens every time as he's easy to run away easy. I'd say you win this lane with ease if you play your cards right, and know if he has a rune like Taste of Blood you can click on him when he makes a clone to instantly know whos who by looking at which has the rune under his hud.
Zilean
Zilean is some what like Renata in how he can flip a lost fight to favor him with his R, either wait out his R if he uses it or engage on him as he is not mobile besides the use of his movement speed.
Amumu
Amumu is all about counter engaging as he can setup a big stun chain cc, but other than that he can be a skill match-up. Do not try to ego him because as much as you feel its 50/50 its more of a 35 you, 65 him with his big range stun R.
Alistar
Another skill match where if he tries to engage with his W+Q combo if your fast enough you can use your E on your carry to stun him out of combo. Though this is also a more of a counter engage match-up.
Brand
Brand is an annoying match up with his poke, but you can go Second Wind to heal it over. He is very immobile and his main threat is his Q stun, if that is wasted he is a decent mat-up but his mid-late damage is not to be forgotten. Bard can be down 0-4-0 but if he has his mythic the percent max health damage will hurt no matter what.
Galio
Another Peel based match-up where your goal is to just not let your carry be engaged on. If he gets a double taunt its almost a insta-lost fight with him.
Karma
Karma is a bit better at running around and annoying you than a Zilean but try to engage on her to avoid her escaping and make sure to break her shields she gives out.
Morgana
Try to bait out her black shield and engage when she doesn't have it up, she can also only shield one person so if she shields her self move the the next target, remember to not W+E combo her as the E is likely to be nullified by her black shield.
Nami
Nami is very immobile she can almost always be your target. Her CC from R or Q can cancel your engage but if you catch her of guard or if if she has no R you'll most likely catch her.
Nautilus
Skill match-up, simply like most hook champs be the barrier between you and your carry. Play off of minion waves and walls to deny his engage. He has a big CC chain so make sure that he uses it on you and not your carry.
Neeko
Neeko pre level 6 is a easy match up but her Ult can stun you out of your engage like a amumu could. The difference is she can R from her back line and walk forward so it could be a bit harder to get to her mid-late game in fights.
Pyke
Hook champs hard a hard time if you form a wall between them and your carry. If he hooks you collapse on his carry because Pyke cant be easily caught with his mobility, he mostly can't 100 to 0 your carry with his Ult with out some help of his carry.
Rakan
You and Rakan have a similar play style though you have more options than him for engage or disengage. If he blows his W he has little to do. He has a lot of mobility so engage on his carry more than him, or play anti-engage on him.
Seraphine
Honestly a easy match besides her poke in lane, if you jump her she mostly dies 8/10 increasing as the game goes on. Her R is her main threat where her R alone can flip a lost fight to winning.
Sett
Don't engage if he has his E as it really throws your tempo. Cancel his shield from his W and don't get ult'ed into your team as this would throw your fight into chaos where half your back line is low and you lose the fight.
Thresh
Hook champ same as the others, form that barrier between your carry and him. He can cancel your W with his flay or use his lantern to help his teammate you engage on to escape.
Twitch
Now twitch is not much of a threat as you can jump on him easily but with the current meta, he can perma roam and flip lanes across the board with you being unable to do much besides hope your team mates respect his early power. Health is good into his true damage in his kit but often they will just build BORK especially with the buffs to ranged in 13.2.
Veigar
Usually played as an APC rather than a support but his E cage could make your engage turn into a death sentence. Without his cage or Zhonya's he becomes a very easy target.
Vel'Koz
Vel'koz has a lot of poke and also one of the few mages with true damage. If you have his fully marked passive his R will shred you in seconds so he should be your main target to to CC because he is most likely going to die without help.
Vex
Try your best to bait out her fear before engaging fully if possible. Her passive marks enemy's that use a dash like Rell's W "Crash Down" and try to tank her R if it is going to hit your carry.
Xerath
Long range poke similar to mages like lux. As hard as it is to get to him given his range, once you do get on him in a CC chain he or carry are likely dead.
Zyra
Similar to Neeko she is very punishable in lane with only one CC root and no mobility in her kit. Zyra can easily shut your engage down post level 6 with her R. Her and Brand have a lot of poke percent max health damage so take Second Wind to cancel out her poke.
Bard
Bard isn't a threat to you as he his to your team with the impact he can make with his roams. He can't stun you out of your W making it easy to engage onto him. Versus a Bard make it a priority to communicate is not on the map and likely roaming. There is moments you can counter roam against him but his niche kit for roaming is usually better than yours.
Blitzcrank
Blitzcrank is another hook champion but his hook mainly could spell death to targets he snatches no matter how tanky you could be. Your job to to be the barrier but also to not get hooked yourself by playing in minion waves. Him pulling you into him team and not having to get a little out of position like a Nautilus or Thresh hook means a hook tends to be a 99% chance of death or a terrible trade. Blitzcrank can miss all hooks but that one single hook that does land can throw your lane so don't ego a bad Blitz with 50/50 dodging hooks.
Leona
Leona is a strong engage support that can often bully early but if you time your E with hers it could be similar to canceling Alistar's combo. Even with a good roam timer or opportunity for a roam, leaving your carry in a 1v2 with Leona could make him lose all priority in lane and likely dived upon.
Lulu
Lulu isnt as strong as she used to be but that in no way makes her weak in anyway. Similar to all shielding champions save Q to cancel them and be careful as for some good Lulu player could read that you want to jump in and they can cancel your W with her R if timed right.
Lux
Lux is a very immobile mage similar to Xerath, she can poke you out of lane if you play overly safe and if you dodge her Q she becomes one of the easiest targets to kill probably in all of the champion roaster as she has no way to stop you with out defensive items like Zhonya's. Lux is also the most played support so you should make sure you understand her and the match up as it will be a common one until gold+.
Pantheon
Pantheon can be an early lane stomp support but with Rell you can counter engage against him or shut him down with ease, and just remember he will almost always only go for your carry so be sure to protect him.
Senna
Senna has a lot of poke that is rewarded with her stacking, sustain with her point and click Q, and team surprise setup with the AOE camo E. she really can't do much to a Rell besides hope to poke in which you can easily retaliate with your engage. Senna is only an issue if she playing fasting AD carry wear it is a bit harder to engage given she can have a support to peel and protect her. If you also are in iron to silver you can fool a Senna early by letting her auto attack you and when she tries to gain a stack by grabbing it off you, simply engage and snowball the first blood.
Sona
Sona is often a lane where players let her control the lane out of false fear that she can either heal her carry back up after trading, or Q poke harass you to below half hp with roaming your only way to make an impact. This is false because if she uses her E you can engage on her because now she will not have the move-speed to not be collapsed on. Sona's R is realistically her main threat when her team follows up on it and shutting your engage down.
Soraka
Soraka is purely annoying with her E AOE silencing you out of your main combo and Q poke in lane. Though she does not have much range and often can be caught out going for Q poke. In patch 13.2 rushing Grievous Wounds could render her useless, and if you engage on her she has no escape unless he lucky can run faster than you with a lower ally with her MS passive.
Shen
Shen has a lot of kill threat level 2 but... this is not top lane in a 1v1. Rell excels in counter engaging where you have the upper hand on Shen in almost every interaction. Save Q for his R to completely negate his shield and kill his carry before they can react. One side note for Shen, similar to Bard you should always inform your team upon him hitting level 6 where he can influence the map with you unable to assist, and if he R's in range CC him out of his channel if possible.
Taric
Truthfully Taric nothing to be scared of as his only true "outplay" potential is his R negating your engage completely but other than those niche moments that rarely happens. He can use you as Q farm but he will most likely die for it, and without a lead Taric is bad into Rell.
Yuumi
I'm more of a horse person. Yuumi is annoying in lanes like Sivir and her or even Ezreal where can almost never punish her and its a free ride to the mid to late where she does very well. Q poke from her is frustrating and her R can turn your engagement into INTentional feeding. Shut her lane down early or try to influence the game as much as you can with roams or counter engages.
Braum
Braum. Braum is regarded as of the weakest tank supports, and its for a good reason. He lacks being good at anything and is border-line decent at a few things. His R is truly your only threat with it knocks you out of your W, and his shield if you engage to set up for example a Miss Fortune R combo yet you still will manage to kill him.
Tahm Kench
Tahm really shows the same threat as a Braum. Riot doesn't know what to do with the champion, if it should be engage or peel with his R. In that case master at nothing and decent few tricks. you can stomp him pre level 6 and Q his shield.
Ezreal
Ezreal is a very safe champion with a very passive early game with stacking and farming. He has ways to escape bad positioning with his E, but if he has it on CD protect him as this will be when players with try to engage on him. His only true synergies with Rell is his R with your combo, and your ability to protect him in the early game. Mainly Rell isn't an amazing or fun pick with a Ezreal as he doesn't pair up with your kit much.
Kog'Maw
Kog is like Zeri as he is just better paired with enchanters like Lulu. He is quite weak with out being buffed with shield and peel and needs a lot of resources to be the best form of himself which you can get better with enchanters.
Twitch
Like many other AD carry's, Twitch just has a preference of enchanters. He is just about as average as it gets with Rell, his W on your engage isn't as strong as move-speed and attack-speed buffs from Lulu or Yummi.
Vayne
Vayne benefits from short trades in lane rather from your all in or not playstyle. If you are below diamond however a god-like Vayne can stomp with Rell easily, though with her lack of anything actually synergizing with you she's just not great with Rell.
Zeri
Zeri is weak early and much like Ezreal, her auto Q can be blocked in minion waves if you engage in awkward moments. She is quite strong in long fights as she with stack her Ult and become a demi-god but with your kit wanting fast burst damage to follow up your all in, Zeri is not the ideal carry with Rell. Just play Lulu or something similar.
Lucian
Lucian is very aggressive and alright with Rell but with his playstyle he is better played with an enchanter pocket for burst trades following up to healing him then repeat.
Jhin
Jhin's kit works well with Rell but his playstyle of not being the front to back fast AD carry he falls short with trades and all-ins unless you have a better buy than your lane opponents.
Kalista
Kalista is a lane bully that falls of unless you stomp, She is very well with Rell but you honestly would rather play Renata to make sure she can pull he spears even when dead to revive. Most players in lower ranks can't even play her to well similar to Vayne where its better the better the player.
Karthus
Karthus works very well with Rell, even if dead Rell can pull enemy's in to his Passive with R. Due to his nature though he gets great value with Rell as going all-in fully and doing as much damage as possible is great with her kit.
Veigar
Pick a target, eliminate. If Veigar catches someone with his cage, he himself can make them disappear so with you helping him set up his cage for him just makes it easier. Though Rell and him have that predictable playstyle where as that is really all you two will look to do.
Yasuo
Yasuo is purely just better in mid or even top. You two are strong on the same team but you will be poked out of lane or lack priority as you both are melee.
Ashe
Ashe is very strong with Rell as they both make it very hard to escape once they are on someone. Ashe can slow to help set you up for engage or slow to help you disengage.
Caitlyn
Caitlyn is better with longer range supports that allow her to bully like Lux or Karma. Though you help her set up her combo and with her very high damage output she is strong regardless with Rell. You can mess up her trap or even bring enemys together to make her R null but in lane you can find success more than often.
Jinx
Jinx has a suboptimal early game with her limited mana pool, however mid-late game you and Jinx will be the scariest duo that can snow ball a single pick for her passive.
Nilah
Nilah is incredibly strong with Rell, they both engage and duel very well together, but because of her passive she is on paper better with enchanters. You can easily stomp lanes with Nilah but some matchups with better range can stop from coming into W range safely.
Sivir
Sivir is strong with Rell as you can set up her Q to hit twice, she also can help gap close with her R or disengage. With her heavy wave clear and spell shield it makes her very safe if left for a roam. You can often even 2v3 if she has mana in the tank.
Xayah
Xayah is very strong with Rell though the better the Xayah the better the lane it is a champion that gets its value from setting up her feathers and if she is good the CC chain is incredibly strong.
Ziggs
Ziggs gives Rell what she wants. With a load of AOE damage you can play more counter engage and when ever your opponent makes a misplay your engage with Ziggs can easily secure a kill.
Aphelios
This is very based on if your carry actually is able to pilot Aphelios. With his high amount AOE built in his kit and ability to set up his root you and him can find great early to late game success.
Draven
Draven in strong regardless and you being able to set up a great AOE CC chain from level 1 can easily snowball a game, just make sure he doesn't die at all costs to preserve his passive stacks.
Kai'Sa
Kai'sa loves hard CC champions as it sets up her passive not only to secure a kill much faster but even to teleport into an engage from a screen away. She lacks AOE in her kit but if the player piloting Kai'sa understands the strength of iso-Q or her many W combos she can make up with pure outplay potential.
Miss Fortune
Honestly Rell and Miss Fortune synergize so well to the point that you will nearly win any 2v2 from level 2 to level 6 with ease. she isn't the hyper carry like Jinx or Kai'sa but she gives what Rell wants. Miss Fortunes E+R with your engage can easily make unwinnable fights a 2v8.
Samira
Samira and Rell synergise greatly with your knock ups and her passive. Both of you have great tools to hard engage and stomp, though your R pulling opponents in is great with Samira's R, Samira still has to reach S before using her R so your combo can be delayed from hers in some cases.
Seraphine
You alongside Seraphine are a teamfight machine that can barely be matched, with her high amount of AOE and chain of CC her self, you and her can 2v8 mostly if not all fights.
Swain
If Swain lands an E it could simpily be over for anyone rooted. Once Swain hits 6 any fight can easily go your way with you pulling all in his foes into his R with no escape and creating 1v9 potential.
Varus
A very versatile AD carry with the option to got for a Lethality/Poke, On-hit/DPS, or even AP/One-shot playstyle. You both play very well with each other.
