Saw your guide on Discord, I really like it, this build saved me more than once, however he killed me more than once too, and I'll explain that soon.
This build makes you basically unkillable, and it's true ! However, it has some drawbacks (in my opinion, this is only engaging me and no one else, I'm not holding the truth :p) :
- This build requires a good (really good) knowledge on Cassiopeia to be fully exploited, since you have "very low" manapool for the first 20 minutes (compared to the Liandry classic build), you need to know how and when to spend your mana. This is far different from the Liandry's version, where you can afford to waste some mana.
- For the first 10 minutes (or even more depending on minor runes), you will have 0CD, and the feeling that you're doing 0 damage to your opponent is real. This situation tends to change when you buy Riftmaker, however if you feel that it's still running slow, you should consider replacing adaptive for some CDR on minor.
- When you fall behind on early game (against a negative matchup or by repetitive missplays), coming back will be even harder than Liandry build, because of the lack of CDR, lack of mana.
In low elo (diamond 2 and under for EUW), I feel like this build won't be as successfull as it should be, because of the required knowledge on Cassiopeia, her matchups, the possible chaos that can occur in these games. However, I'm trying an item build on low elo (atm plat 2) that uses the same rune base, with some changes (you will notice that it gets close to your build) :
- CDR instead of adaptive on minor runes
- Core build :
Riftmaker
Seraph's Embrace
Gargoyle Stoneplate
Rylai's Crystal Scepter (Or Mejai's Soulstealer if fed and Rylai as 5th)
As 6th item, defensive item if you're taking lots of damage, or Rabadon/Void staff depending on opponent's MR
In case that you need to replace Mejai, I'd probably recommend some Health/AP item (could be Morellonomicon or Demonic Embrace)
I could be wrong on every single word I wrote, I would be happy to debate about it, since this build is really interesting to play :)

1. I agree on your statement about this build requiring good knowledge of Cassiopeia of being fully exploited. This build extends the limits of Cassiopeia as a champion much beyond the limits of Liandry build, but as such, to make use of the build fully, knowledge of those limits is required. It is "easier" to fulfill the role of traditional Liandry Cassiopeia. And likewise, mana management is indeed hardest with this build compared to all other builds and rune setups. I agree on you with this point.
2. While you do have 0CDR until blue/Riftmaker, I disagree that you do 0 damage. With dring/dseal -> blasting wand -> amptome, you deal a huge amount of damage. The lack of CDR can be felt yes, but your dueling and skirmishing power is massive. I do not think you lack damage. If you have been going Leer first, then yes, you will be weaker. But I only go Leer early in bad matchups and recommend it in bad matchups only before blasting.
3. On falling behind, I again don't think CDR is an issue, but building tank items while behind does feel bad in general, which is why in games where I am behind, I will get aegis -> voidstaff so I can deal more damage rather than try to get tanky. Damage > Tank stats when behind. I think you can agree on that. However, when it comes to bad matchups, I find this build setup I go is much better for minimizing bad matchups than Liandry. It is very easy to bleed out and die on repeat in a bad matchup like Zed Qiyana. Going Leer + Wardens early into Qiyana/Zed really invalidates a lot of their threat. Likewise, mages that have poke threat onto you - you can heal off of the wave with Leer / Rift and minimize those bad matchups well.
The core build you sent of Rift -> Seraph -> Garg -> Mejais is basically what I go in most games so I agree with you on that. Instead of Rylais/Mejais I will go Void 4th sometimes because enemies generally are itemizing by this point in the game.
I think overall your build is also good. CDR/Adaptive isn't really something to argue about imo because its something more of a preference. To me, having low cdr on Cass does not really feel bad, to others who are used to Liandry/Cosmic, it might feel insanely unnatural, and that part comes down to preference. Though for the aggressive early kill focused style I play, adaptive is generally better.
