Xerath
He's a caster, so although he might get some good hits against you sometimes, you can make his life miserable in pushes and in team fights. Due to your mobility on your passive, you can usually risk looking for him if you think he's going to be a problem.
Lulu
This sort of champion mandates Cleanse, which can cause your allies to rage-quit ironically. Very risky to pick into her.
Kayn
Your healing isn't going to be very useful if he's Assassin form and he can pass through walls which makes it hard to chase him.
Lucian
He doesn't care about your silence and if he targets you like a smart player, you can't come out ahead in any skirmishes.
Varus
His grievous wounds makes him a problem. Also his long range makes taking Summon Aery or god forbid Astral Infusion leveling up early against him completely suicidal.
Evelynn
She can be scary but so can you.
Brand
Even though he's very vulnerable to your silence, he has a greater number of engage options than you to compensate for that. You're also unlikely to be able to defeat him in a skirmish. However, in team fights you will have a significant advantage against him because you only need to stop his casting for a short amount of time if your allies are ready for it.
Jinx
This is an interesting matchup because you have similar passives. Try not to mess up and she shouldn't be able to get out of control.
Janna
Her ability to allow her allies to retreat faster is not important, and if she tries to get aggressive you have tools to make her miserable.
Kai'Sa
Her assault range is limited compared to the average marksman, and Soraka is great at taking advantage of that. But she can still win this matchup with ease if you're bad, because she has amazing burst. If she gets the invisibility evolution, then she definitely becomes a major threat, but until then she is minor.
Master Yi
Surprisingly, Soraka does pretty good against him. You'll have to build tanky though and be smart about when and where you plant your E.
Darius
His healing is outrageous which gives you an excuse to buy Purifier. His range is not enough to invalidate your ability to silence him unless he surprises you.
Kayle
The entire point of Soraka is to force the enemy to retreat because they can't overwhelm your healing before they die. Kayle changes the rules and tells people to go on "suicide" missions. Granted, Kayle is not in a good spot in the meta right now, but if she has a solid team at her disposal then her ultimate castings are a force to be reckoned with.
Olaf
Unlike someone such as Darius, you can't slow him down when he turns on his 'cheat code' so you're going to have to get creative as a team to take him out.
Diana
Nobody hits a team harder and faster than a fed Diana. Champions that hit really hard can be a problem for Soraka. The plus side is that she can be pretty easy to silence, but that doesn't make up for the extreme damage output she has. Your best way to deal with her is to start buying shielding items and runes like Guardian and Summon Aery because their shielding is of high value here, but either route you choose to go, you will have to play very carefully to win.
Malzahar
His mobility is pathetic and you can interrupt his most dangerous move. Still, if he catches you by yourself, he has a chance.
Thresh
He's a little bit slow, but his lack of armor in the early game isn't very well taken advantage of by Soraka herself. His ability to setup a burst kill is unrivaled, and anyone that can pull you in is generally just as good as him at taking you out of the picture and he remains a threat even in late game, especially if he wins the lane because he will be more problematic for your allies.
Jarvan IV
As long as you have Flash ready, you don't need to be worried about him.
Tristana
Her pushing power is pretty good, but you're probably maxing Q anyways so just fight fire with fire and keep the lane in the middle if she's trying to make life hard for you with her lane pressure. I think her level 2-3 engage is much stronger than yours so be careful until you get all 3 of your abilities ready. In late game it's not too hard to shut her down, but you might have to build a lot tankier than you would prefer in order to deal with her.
Anivia
Anivia's wall is of limited value to stop your retreating but she can still pull off some great stun combos, so you should be careful around her. Your ability to cancel her ultimate can aggravate her but it won't be the thing that shuts her out of the game.
Lissandra
Her stun is a real threat but if you're careful you might not need cleanse against her.
Twisted Fate
He's used by pros a lot because he's good with good allies. In low ranks he's not going to be an issue. His range is nothing special and your ultimate ability is much easier to use correctly than his is. Still, he has a great stun that his allies if sneaky enough can get great value out of.
Teemo
He's got damage over time just as you have healing over time. In skirmishes you'll probably always lose unless you're the one surprising him which is quite unlikely. You have an edge in team fights, but most Teemo players will try to win without engaging in a lot of team fights anyway, so that advantage doesn't really even the matchup out for you.
Taric
Snaring him is child's play in a teamfight but he's still pretty tanky. Nevertheless, it might be enough time for your team to take out his allies and he's probably not going to win if outnumbered by enough healthy enemies.
Lux
Even though her range is better than yours, if she wants to do maximum damage she's going to need to get close enough for you to silence her, which keeps her in check for the most part. Thanks to your superior mobility, you will be able to be more active in securing objectives which makes this matchup tough for her. But her burst damage potential still keeps her as a relevant threat that isn't to be underestimated.
Cho'Gath
An extra casting of silence, a big body to get great gains from healing. This guy has most of what you'd want in an ally as Soraka.

He's a tank.
Gragas
He's a tank, and what's more is he's surprisingly good at scattering the enemies in an emergency to help deal with burst damage, which Soraka appreciates as she can chase or flee where appropriate after the scattering happens.
Xayah
As a marksman, she is surprisingly resistant to burst attempts by the opponent thanks to her elusive ultimate. She also benefits a lot from your Q because it becomes easier for her to aim her Q or to land the E snare attempt successfully. If that isn't enough, she innately zone controls the opponent just like Soraka does.
Ashe
Her easy to hit W makes it easy for you to hit your Q. Her ultimate can save you sometimes if you're swarmed or surprised by something quite dangerous. And her Q allows her to get a lot of general damage in while you're crowd controlling enemies. The only problem here is your lack of flexibility as a duo. Neither of you have a way to deal with very slippery and high damage enemies which means you're vulnerable to a lot of shady stuff the enemy could try.
Senna
Her snare can set up your snare, her Q can keep your harass healthy, and in late game she can even hide you from the enemy for some interesting plays. When one of you is stunned, the other can heal whoever needs it, allowing you both to build durable and do more of what Soraka does best.
Varus
His ultimate is a lot easier to cast with good zone control like Soraka's to work with and his wrong place punishment is unrivaled. It's going to take some extremely creative strategies to shut a good Varus down with a competent Soraka at his side.
Ziggs
They share damage types but they both try to do the same thing, harass the enemy and take down the tower. And Ziggs has a way to disrupt enemy dive attempts, making him a good partner for Soraka against Assassins.
Kai'Sa
This would get a higher rating but Soraka has difficulty catching up with Kai'Sa before it's too late. Her burst means she can get good value out of a successful Soraka snare, but she has no innate tools to help that snare happen in the first place. Other teammates or unusual items/runes could solve this problem, but it's not guaranteed.
Caitlyn
Her traps add a layer of complexity to any dive attempts against you, and that's generally good enough combined with her outrageous range to justify picking Soraka with her.
Veigar
Their combined area denial is a force to be reckoned with, however most Veigar players don't know what they're doing so I think you should try to pick a champion that is ideal with him. They still have cooldowns which can be taken advantage of by sneaky enemies.
Tristana
She has a slow but it requires her to be aggressive to get any value from. If she's really good at the champ, then she could actually be an ideal partner, but I wouldn't expect that out of the average Tristana. Her ultimate can protect you, but most players at least at low ranks aren't going to use her ultimate properly.
Annie
Pretty good pick as she can shield you from danger and stun the enemy also. Chances are though that she'll be a glass cannon and not very good healing target, but if she's built in a balanced way then she will be.
Jhin
If you're doing a good job of harassing the enemy, he'll get some good snares, but your low damage output won't result in many kills for him. You also don't have any way to make him be faster. Janna is frankly a better pick with him than Soraka is. Still, she can help keep him alive long enough to reload and finish people off in late game team fights so there's a lot of potential for come backs if you don't win your lanes.
Braum
You don't attack fast, so you don't have anything his kit wants. He can still help you though if you're the assigned carry. But that's not what this guide is for. I don't think Soraka carry is viable except in a highly restrictive draft format of some sort which probably doesn't exist.
Alistar
Let's be real, I don't like this champ ever since his last rework and I don't see why I'd ever want to try playing him again.
Sejuani
You're not melee, she's not what she used to be. She's typically the jungle anyway.
Diana
She's unlikely to need you for late game but early and middle game if she's struggling, your kit might be just what she needs.
Morgana
Imagine her as the help. She can fend for herself and on top of that, keep you alive. Then instead of either of you being the carry, you keep a tank alive like Cho'Gath. Seems really scary to think about, especially if you're up against a bunch of mages.
Orianna
She's not as fast as you so she can't just follow you around everywhere with her ball. However, her ability to speed you up when your passive isn't otherwise active could be really useful. And since you're probably picking her with tank allies, having an Orianna that also gets good value out of helping tank allies will provide a more rounded help kit for them.
Pyke
Your silence can really set up his ultimate and that's great, but the lack of assistance in ranged harass is going to hurt in the early game.
Zed
You're going to struggle to keep up with him but if he's a good player with a rounded build, it will be worth it.
Kha'Zix
He has some sustain and crowd control of his own to help you team fight if necessary, and your silencing can sometimes cause the enemy to scatter which might result in higher damage output for him. However, it will be difficult to keep up with him unless you have a tank elsewhere on the team that you are trying to help out together which is a pretty specific situation.
Talon
He could use your silence but unless he's coming in to save the day it's not going to actually be there for him.

Staying alive, pushing enemies out of lane, taking turret plating.
The above means:
Purchasing armor and magic resist to get more value out of your regeneration.
Harassing the enemies, with help if possible/necessary, and while not risking death too much yourself.
And using the lack of enemies to get free hits on the opposing tower, nuking the enemy wave if necessary/possible while using Demolish if available to hasten the tower's destruction.
Rushing to Help
Take advantage of your passive to help others when they need it. Start going towards them before they need your help so you can get there in time. Be where the objectives are. Follow your allies around and lead them or bait the enemies when the situation calls for it. Do a lot of scouting but not too much or you'll not be around when fights break out.
Finishing the Game
Stay on the front line as much as possible and chase the enemies if you can, but no more chasing them away from their base. End the game so you can move onto the next.
Be with your Jungle to help secure the objectives if your team needs them.
