Talon Passive Ability
Pros - Cons.
1. Good at harrassing.
2. Counter to squishies.
3. Good chasing skills.
4. Great escape skills.
Cons:
1. Squishy.
2. Gets shut down easily by CCs.
3. Has troubles against tanky champions.
Talon is very useful when playing solo top or mid. As Talon does what he does best, harrassing his enemies with his "W" which is "Rake," he uses quite a bit of mana. This is why I buy one mana potion after two health pots and a pair of Boots of Speed. I try to build The Brutalizer early as it is important to Talon. I grab Ionian Boots of Lucidity later on as his quick cooldowns will help him. Grab armor penetration and damage from there. If you are having trouble, build a bit tanky. Do not rush the Yomuu's Ghostblade as it should only be bought in certain situations. Also, as I forgot to mention, grab some Doran's Blade early game if you would like. This grants you health, attack damage, and life steal which are all useful to Talon.
Talon has a high burst damage. When he reaches level 6, his "R" or "Shadow Assault" will complete the combination. When playing a squishy player, try to get him to around half health or enough health to when you know you'll do enough damage. The Brutalizer will really help your combination.
I usually make sure I have my Ignite before I start my combination. Then I would start with my "E" or "Cut Throat," then transition into my "Q" which is "Noxian Diplomacy," then "W" which is my Rake to slow them down. At this point you would want to check their health, and if you think it's low enough to go in for the kill, use "R," "Shadow Assault" and try to get some auto-attacks in. This should lower him to enough health where your Ignite can finish them off.
My combination is E-Q-W-R. Many people disagree and want to use the "Q, Noxian Diplomacy" before the "E, Cut Throat." The reason why I do not use it, is because if you "Q, Noxian Diplomacy," your champion's hands will be in a spinning blade-like form, which could cause the enemy to adapt to your combination and run every time they see that. Also, if you use your "Q, Noxian Diplomacy" and try to get your "E, Cut Throat" off, and the target is not in range, your "Q Noxian Diplomacy" will expire wasting mana. I have a con to my combination as well, since the "E, Cut Throat" will silence them, then I try to land my "Q Noxian Diplomacy" however, they run away wasting my "E, Cut Throat" which has a long cooldown.
I recommend you try to see which combination suits you best. Once you learn a certain combination, you will soon use it for a long time.

I take attack damage marks to increase the damage for Talon in general. I take armor seals which provides Talon with some chance against a high damage champion. Magic resist glyphs will cover up one of Talon's biggest weakness. Then armor penetration quint. since he needs it against tanky champions, which he is weak against.
For masteries, I go 21-9-0 ensuring that Talon has good damage output and some defense and health earlier on. Personally, you can switch the 4 attack speed for cool down instead, since Talon with a great cool down is very good with his burst damage.

I play Talon mostly in mid meaning against an AP. Normally I would try to avoid playing against champions in mid such as Morgana or someone who can stun or fear you for a long time. However, when you're playing against a champion like Veigar, Katarina, or Heimerdinger, your "W, Rake" comes in play and will bring their health down fast.
Talon is strong mid-game after he gets his "R, Shadow Assault." His ganking potentials are high and he is really strong with his combination. During late-game, try focusing on taking one champion down at a time when not involved in team fights. However, when in team fights, focus the squishy one, or focus one who you think can take down on your own. Burst your combination on that champion which will give your team a 4v5 advantage, [assuming many things] and an easier chance of winning the team fight.

I would rate Talon as a 8.5 champion, but that's only in my opinion. Every champion has their pros and cons. Talon is a very easy champion to learn, and once he is fed, he can be very strong, so as other champions. He can farm, especially after you get your "B.F. Sword" quite well. Harrassing is a main goal of Talon and if you can't do damage to them with your "W, Rake" you can't really do much else.
Overall, he is a good champion and a very fun champion to play, especially if you have flash and your "R, Shadow Assault" to escape!
