I wouldn't imagine so, one of the key paradigms that allow a champion to be played as a support is:
- high damage that is reasonable and safe (like Zyra or Brand)
- ready access to CC (Janna or Braum)
- raw utility (Morgana or Lulu)
There are two issues with Kai'Sa support, first, is her extremely poor base damage, no CC and low rate of consistency. The core damaging supports, such as Zyra and Brand have these aspects, whilst Kai'Sa does not.
She has 0 CC, doesn't have any shielding, buffing, or healing abilities for allies, and can't engage on her own without being in danger, so I'd say no. Her playstyle is similar to Vayne, Varus, and Kayle(build wise), so I'd say she's exclusive to being a carry. Jungle seems somewhat viable though.
