Tier 1
These champions just tend to win lane and become obnoxious to a certain degree right now. They generally fit most comps and either provide heavy utility for their team, outright carrying power or lane dominance.
Tier 2
These champions are pretty decent, and have a lot of good matchups. They are just slightly outshined by the above champions.
Tier 3
These champions require specific comps or planning. They can succeed, given the right setup but are not as consistent as the higher tiers.
Tier 4
Garbage can tier. These champions are typically too easy to punish in lane, or just don't offer much to their team from the top lane.
Unplaced/Unsure
These champions have recent changes making them hard to place. Without testing/observation.

But of all those champions, I need to ask you about Kayle; she has a lot of rang (easy poking since most of top-lanners are malee), fine sustain, some cc, ms buff, huge damage late game, and her ult is also so great, so why did you call her garbage?
As for the other stuff, I'm going by observation not from my own games, but watching others, as well as slightly based off LCS picks. (Only very slightly)
But yeah, I honestly don't even know what is most played at the moment given how out of date I am on the game, but aren't there a little too many champions that you rate as tier 1? It's ridiculously hard for a Riven to get her job done because of how easily she can get shut down and there needs to be a form of heavy engage on her team. Kennen's win condition is split pushing, which isn't the most reliable in solo queue.
There's a lot of other stuff that just straight up doesn't fit, like Kayle being rated lower than Heimerdinger, Karma being so high up, just to name a few. You have to take into account that a lot of the stuff you see perform well (mostly in regard to niche picks) is mostly because the people they're facing don't have the slightest clue how to approach that lane, or are just generally inexperienced. People in silver, for example, wouldn't know how to react to a Riven cheesing them even if it happened to them literally 10 games in a row.
