First thing I want to point out is Ryze high skill cap, he is really hard to master, and since his combo's are fairly difficult to execute on, you really have to master him before being able to be a reliable Ryze player in soloq.
Having mastered him, it still takes time and scaling to get to the 35-40min mark where he'll really shine (see MSI 2019 for example). Tbf, he's only a good pick in high end soloq and in pro-play, because of the high skill cap and the fact he is hard to play macro-gaming wise. Games where you have a very good Ryze player and the game isn't gg ff15, are rare these days, because of the very fast pace meta, therefor I think Riot is happy with the current state of Ryze' damage.
But I agree that once you get to 4 items on Ryze, his damage is truly disgusting... i've played him quite a lot during S8, and once you get into the splitpushing mode with 3-4 items, no one is safe against Ryze, so I do feel you in your point.
His passive makes him super OP. As a Ryze you don't even need to build more than 2 AP items. You can just build something tanky that gives you mana and then you can still delete people. But like what Exs Xena said games don't last long enough for Ryze to become that powerful anymore unless the meta shifts away from 25-30 minutes.
