The best way to learn how to clear is to simply watch a VOD of mine at twitch.tv/silaskroeger and find one of my many Hecarim games that I play, and then essentially follow that exactly.

You want to full clear to 4 every game and then acquire 1 or 2 scuttles. Don't be afraid to engage a 1v1 with ghost in order to get it.

You want to clear religiously the entire game unless there is an obvious opportunity to grab kills or a Rift Herald. Don't bother with dragons too much, but don't let them grab it for free unless you're exchanging it for a pre- 14 minute Rift Herald.

There's not much to say here that hasn't been said a million times. The most important thing is proper building, which most people are doing terribly wrong which is resulting in suboptimal winrates. Do not build Triforce, and good lord do not buy Ravenous Hydra.
