The whole point of the build
Ingenious Hunter item CRD + cosmic insight will get you 25% item cdr (passive effects). It works on sheen (Trinity Force),GA,MAW,GAGE,quicksilver(Dawn). I played a game and does feel like you are tanky. I do think this build is situational, yet I find to work wonders having GA or Gage up.
