Vayne is always a problem for tanks in toplane. BUT consider that she's played a lot in botlane and not in top, so i wouldn't recommend to permaban her. If you unfortunately get matched with her, play as safe as possible.

About Rell in Toplane
The last patch of LoL was about the durability patch, so all the tanks got a buff (not only the tanks). Rell in particular got bonus HP, Armor and Magic resist, so her skills are stronger than before. I think that now our Cavalry can go finally top alone
