I don't think 16% is very high, just a little bit. I think we can safely say that he will be god-like in Dominion, yes?[/quote]

(About a minute without any cdr) Edit: It's also very strong at level 1 if you land all 3 shots you can deal over 300 magic damage. Locus of Power about 2.6 seconds max rank max cdr. This gives 30% magic penetration at max rank. It lasts for 8 seconds at every rank. Edit: Also, it has no cost. Very long cooldown at level 1 with 18 seconds. The stun is 1.5 seconds. Fairly longish CD The Q gets in the 3s range at max rank. I'll let the wikia guys or someone else get the exact numbers, but that should give you an idea.[/quote]
