Depends on the toggle. Anivia's Glacial Storm is a toggle skill, but it procs the mana bonus.
this is because the mana use procs the stacks but the toggle itself doesnt
I play swain, and a friend of mine taught me to stack this item, and in the end I have over 900 Ap and insanse mana regen, so I can stay in my ult for a verrrrrrry long time, lol
I don't understand, the "Insight" ability... stacks? Despite it being a unique passive?
I absolutely adore this item on Singed. It's like it was made for him. If I can get to this item in my build (after Boots of Swiftness, Rod of Ages and a defensive item), it's usually game over. So much combined tankiness, AP, plus any mana problems are completely gone.
And now that Singed's poison adds stacks this season, I am inclined to agree with you.
Oh please provide examples to backup this claim? sorry I am a die hard fan of this spell and even champs that can't take full advantage of the bonus mana I still end up with over a hundred AP just from this one item.
A fairly standard AP carry build:
That leaves room for one more item (WotA is sometimes swapped, but a lot of mages will build it). On some champions, you're going to want Lich Bane a lot more than AA staff, like Lux. On others you're going to have survivability problems and will likely want to build a Banshee's Veil or Guardian Angel. Some will want health from Rod of Ages or Rylai's Crystal Scepter. Even Athene's Unholy Grail seems a much more solid pick than AA staff.
It isn't that Archangel's Staff is a bad item. It's not. A lot of people cite the high amount of AP you can get off of it, but which item are you going to replace. On almost every mage, one of the items I just listed is a far superior option. On a select few champions, Archangel's both synergizes with their kits (ex. Ryze) and also fits into their standard build without much effort.
When you get to a high level of play, glass cannon builds simply don't work. Not only are their more effective offensive items that give their AP bonuses immediately, but you also need enough defensive mechanisms to survive team fights or that extra ~100 AP isn't going to mean anything. Any build with an AA staff leans towards glass cannon. Ryze is an exception because he doesn't rely on AP scaling and therefore can afford to build survivability through other items.

I agree. This item is almost worth getting multiples of.
Actually it's fairly bad on most mages. I only use AA on a handful of champions, though Ryze is one of them. There are usually much better options.
