Have you read guides below the top rated? If you do you might find guides that actually aren't bad, but clearly lack something to make them "top of the list wort"

"Liandry's is simply very strong when you already have built in slows. Rylai's has become an unfavored item IMO, too expensive not enough benefit for the investment. Pairing the items is even worse, you need more AP/stronger items mid game. Liandrys+Death cap or Hourglass>Rylai's+Liandry's. "

"IMO Hurricane is strong on champs who benefit from spreading their on hits.
Twitch, Varus, and Kog Maw are all strong users of Hurricane.
It does have great synergy with life steal, but I feel it's wasted on someone like Cait/Ez/Graves/Vayne
Corki/MF/Tristana are champs I haven't tried it "
