I think that the soul of 
Talon is his all-in full burst. That's why I think his E should add to this burst rather than giving him defensive abilities like a shield. The silence was part of this burst because it hindered escapes, though it also formed a great defensive mechanism, which is why it had to be removed. The slow that's now in place took the hinder part mostly away, but added more damage through his passive, so I think it's a better option than a shield.
