It depends on personal preference and how much of a theorycrafter you are.
Without that Crit rune, your champion cannot crit at all. If you pick it you get at least 1% Crit Chance. There's the possibility that at least ONE of your AAs over 100 will deal 200% damage. That in an early duel can mean victory for you. And it only costs 0,85 AD less in the earlygame - barely noticeable.
About the Magic Pen, well,
Corki deals magic damage with his skills. 8% extra MPen is worthwhile considering it's a single point you're investing to chunk some MR from your opponent. That could mean over 20-30 extra damage over a full rotation of your combo.

magic pen is not just point to get it you need to spend 5 losing out on crit dmg increase and free attack speed as adc.
Runes:
- AD or Hybrid Pen Marks
- Armor Seals
- MR or MR/lvl Glyphs
- AD or LifeSteal Quints
On ADC I consider a crit chance mark useless, since you'll probably be buying some crit chance anyways. On every other page, I take it.
Masteries:
21-8-1 is my preference, but honestly you can spend the remaining 9 points wherever you like.

AD, Armour, MR, Lifesteal. I prefer 21/6/3 masteries because they are awesome. I don't bother with the crit chance rune or mpen mastery, I used to use mpen on blue ezreal but since the standard Ezreal and Corki builds both go Triforce and IE I feel like the crit based masteries are still pretty good. On Corki the mpen would definitely be good too though, I'd say it's down to preference like zerkers vs sorcs.

Why would you prefer +4% Attack Speed (such a bad mastery imo) over +8% MPen on

if i remember correctly that isnt how crit works in this game
your chances to crit keep going up if you dont crit
im just going to use fake numbers as an example
1st AA has a 10% chance to crit, it doesnt crit
2nd AA now has a 20% chance to crit, it doesnt crit
3rd AA now has a 30% chance to crit, it does crit
4th AA goes back to having a 10% chance to crit
its meant to normalize it so its not completely RNG

I dont agree on havoc at all most adc players dont even take it now people finally realized it adds not dmg were talking like 1-2 dmg nothing to turn a game or even a trade.
Most adcs i see at high lvl of play go butcher and destruction you do same dmg as an adc who when havoc but you get most last hits you would missed under tower and push towers faster.
