So I have a question about rerolling 3 skins into a random permanent skin.Does it matter what skins you use to reroll?If I use a legendary skin and 2 other 520 RP skins for example,will the legendary skin change the outcome?

No the skins you reroll will not change anything. The chance to get a specific rarity of a skin is the same regardless and the reroll process is completely random.
