Think of it this way though, everything he has is skill shots that you can dodge. So if he didn't have true damage then it wouldn't feel like he was doing anything at all.
To me
Vel'Koz only seems strong when he is fed..
True damage to me seems like a stupid thing overall though, but at least
Vel'Koz has a good reason for having it.
I'd like to point out that in the video he is up against a
Graves which is not a usual match up for mid lane and was probably easy for him as long as he hit his skill shots. Usually another mage or mage assassin will be mid lane against a Vel'koz and they can hit just as hard, sometimes harder. Vel'koz is countered by assassins and gap closers which are the champions who tend to go mid lane.

I think that velkoz, like other champions with strong AoE abilities such as gangplank, thrive in clustered fights. Champions that excel at fighting out in wider spaces with high mobility definitely play well against velkoz imo

I don't understand how a champion can be considered "balanced" but still obliterate people from max range. This video shows you exactly what I'm talking about..
