His overall winrate and especially as a support is extremely low, so I'm kinda positive that he's not that viable. However, I may very well be wrong.

Can you explain why he's not viable? He's got a good engage with his E and his W lets him comfortably tank a lot, His Q is basically there just for the passive reset and his best ability, R can be flexible and as support you'll always have 2 choices, can also roam mid and pickup something like Lux's R, He's similar to velkoz as a support and velkoz is viable from what I understand
Usually the reason a champion isn't viable as a support is that they're too reliant on gold or levels to be effective. Support champions can do their jobs with very little gold or experience. The support mages like
Zyra,
Brand and
Vel'Koz can be played without farming because their abilities deal a lot of reliable damage without the need for many items. Those 3 in particular basically just need
Liandry's Torment to deal potentially the most damage in the game.
If you want to play Sylas in bot lane, I'd recommend pairing him with a support
Senna and have the Sylas take the farm. Senna enables a lot of melee champions to work as bot lane carries that don't normally go bot since she can help them get through laning phase and can function as an ADC without needing to farm.

As it has been said, it's not really viable because of the gold he demands, and as a champion that has carry potential, it's kind of a waste putting him in a position where he won't be getting resources.
That being said, it can work, mostly because your opponents won't know how to deal with it, being such an odd pick. Chances are no one ever played against a Sylas support. It can work, but doesn't mean it's good.
Have you tried playing champions like Pyke, Senna and Brand? They get out of the "hit cc and pray your team will follow up".

Thanks for all the helpful replies, His good items are indeed expensive so I can see why he's not that viable as a support, I really wish I could somehow in the future improve my last hitting skills and be able to play sylas again, until then I guess i'll try playing Pyke or Brand, I've already tried them both but no other support gave me the same satisfaction as Sylas, however I do think that the only reason i've been winning is because most of my opponents never expected to play against a Sylas support. Really a shame because I absolutely love Sylas..
I mean it doesn't hurt to play it until it stops working, if you're winning and you're having fun. ;)
