For the link it tells you to log in/sign up for League player support. So....
As for your problem that is rather baffling, I have had some of these issues occur but they were only temporary and did not persist. Also the problems were not simultaneously happening. Try rebooting, re-installing if you must.
EDIT: Upon re-reading your post I had the same issue, I was playing on Windows XP, and had my overall computer re-installed with Windows 7. Not sure if that was what fixed it or if it was the re-installing of the game itself but I no longer have the issue. If you still can't get it to work try posting on the league of legends website support forums for more help. :/

I already re-installed everything, and I have tried to log in with my account on a friend's PC, there the problem as the same so the problem may be from the account I think :/
How much did that take to everything runs OK with you?

Hmmm, well then your issue may be more serious than mine definately was. If you can play games despite the issue you are having I would go ahead and do that. Other than that I'm afraid I have nothing else I can contribute to you, maybe make a new profile if you must... Contact support from riot. Nothing I can do sorry, anybody else know of a fix??
Re-installing windows may have been the fix for me though my issue was that the main page of the client and the shop were 90% of the time unacessible and just black. I was still able to play games/invite friends. And I had a laptop that was able to run the client and for some reason the Shop/Main page worked fine on the laptop.

Ican't do anything in game client, i log in with my account and i can only see the landing page, If I press PLAY i only see the background nothing more, and if I press Store, My Profile or Lore i land on home page.
Chat system is too bugged i can't see al my friends and groups are bugged.
But that only happens with my account, I already tried with other account and everything is OK and run as normal.
Some idea of what is happening?
