Okay I just bought Rammus I like him but I don't know how to play with, Should I jungle or should I lane.
Also I would like to know what items I should use and why.

Jungle with him. He's kind of useless in lane, but if you jungle you have terrifying ganks.

There is no right way to build tanks, you should build according to enemy team. If they have 5 AP casters, build heavy magic resist, and if they have 5 AD carries build Armor. If they're mixed, determine the highest threat and build to counter him.
