We need more itemization though. they're working on that and that's all I know.
improves nullify would break the game and make all of the good items useless thus making a less diverse pool of items to choose from so thats gone
mesmerize isnt good at all the idea of having someone from the other team attack their teammates would be just plan OP if you cast it on the ADC
Resurrection would be ok but it would need a long CD...like longer than revives CD
spellwarp would be ok if it was only a shield type thing to block some damage but then again barrier is in proving grounds and not SR for a reason
Deflection doesnt make much sense to me because you said offensive summoner spells and the only two i know of are ignite and exhaust

As for spellwarp ITS NOT a block shield! it absorbs the 15% of the total magic dmg around you (e.g in the midst of a teamfight with some ultis in play 1000 total magic dmg...you convert 150 to a bonus magic dmg to your next ability.

None of those would ever pass. Summoners are good as is IMO ,how often do you see promote or surge? As far as item goes riot has already stated they are going to be releasing some new items once season 3 starts.
so for spellwarp you be to take less damage and then have extra damage on yer next attack...still op maybe it would be good for a skill on one champion but not a summoner spell
and for deflect you want to make a summoner spell...that counters summoner spells...why would you want that? it would have to have a long long long cooldown too so you cant just block every single ignite or exhaust and kill everyone
