AFAIK, if someone blocked you it would also mean he/she is no longer in your friends list and you can't send them a friend request. On the topic of knowing if he/she is online, you probably can't do it by yourself. You can either check any stats page and see if he/she's ingame or add a friend of his/her and ask if he/she is online.

Go to your settings in the client, there's a tab for Blocked users, if you click the X mark next to said users names, you'll unblock them. @ cahanghally
