hmm, i suppose it could work, but the fear is usually enough to keep them within draining range. although does fiddle's ult apply rylai's? if it does that would actually be really good. It would be much harder to get away from his ult.
I generally build Catalyst, and the next 3~4 items to complete (besides RoA if not BV) on my priority list are:
Rylai's slow just doesn't stack up to what these other items can do for Fiddles.
Zhonya's active, Abyssal's aura combo'ing with his passive, Rabadon's mighty AP, or BV's protection/use of Catalyst.

ya the abyssal scepter on fiddle's pretty powerful, you're better off running that over rylai's. I mean the idea behind rylai's would be that you would keep the opponent in drain and ult range for longer, thereby increasing the damage. But with abyssal you increase damage by lowering magic resist, thereby increasing damage from your crows too.
