You are right it is just practice practice practice. Maybe you can get in touch with someone who is good with the champs you are bad at to mentor you? (Look at mentoring section).
You have to practice to get good with every champ, just some take longer than others and it varies for every person.
Don't be upset to ruin other people's games as long as you are trying. I'm sure other people are learning new heroes too.

Thanks to GrandMasterD for my sig!
New champs?
Look up a build, learn their AA so you can CS properly in a custom game maybe, and then just roll with it.
You can't feed if you don't play aggressively.
My strategy with new champs is as follows (NOT RECOMMENDED...)
1. Play EXTREMELY aggressively.
2. Take the aggressiveness down a level until you stop feeding.
3. You have mastered the character congratulations :D!
Or you can work your way up, overall safer, but probably slower.
If you are new to the game, i recommend the second option, of playing very passively and slowly playing more aggressively as you get used to the character.
It is of MY OPINION, that an aggressive playstyle is superior to a passive one.
Sure, in a passive play style you can't die, but you also can get pushed around.

Tri lane for life.

This, and if you are capable of learning by example (by watching) I highly suggest watching a few streams or video's with commentary or with excellent examples of gameplay. You don't necessarily have to listen, just watch, get an idea of what they do in each situation, and then either adopt the way they play, or adapt it to your own play style.
A great site for this is www.own3d.tv
Commentary and gameplay
TreeEskimo (though he is on hiatus now, currently interning with Riot)

Roku (mostly plays mages)
http://www.own3d.tv/Rokudan
Chaox (recently did a marathon play through with every champion)
http://www.solomid.net/videos.php?b=Chaox
And a few others (will update this later with direct links)
Edit: Here's a few more
Xspecial (did a 3 part lesson on support champions and answered questions)
http://www.solomid.net/videos.php?b=Xpecial
TheOddOne (Not sure if you're up to jungling yet but TheOddOne did a rather nice tutorial recently, if your not up to jungling yet, you can watch it to know what to expect from junglers a bit more, and get a better idea how to avoid it (or interrupt them) since you know what they are looking to do.)

Also if you have any further questions, or would like a more specific example of something, don't hesitate to ask =)

First you should look up all the information you can on the champion, such as abilities, build, play-style, and role.
After you have a grasp on the champion you are playing you should start playing the champion with a correct build. Farm as much you can don't be too aggressive until you are comfortable with that character and rape face.
Watching youtube videos and high elo players help a lot on how to learn the basics or league of legends, such as positioning, warding, farm, zoning, etc.
It's just up to you to learn it all. ;D

My suggestion is a little different.
Play a custom game with a friend who is really good with a certain champion (ie, I'd ask my friend Warlemming, to play Rumble).
Then the two of you go mid and duke it out. Play as if you're playing for money. You are at an immediate disadvantage, because your friend is playing a champion he knows how to play well, and you're just learning.
If you continue to do badly (like 20 minutes in, 0/10/0), then quit and start again.
I promise, 1 on 1 versus mode is possibly the best way to learn.

I'm playing LoL for about a month now, I'm level 21 and I just told myself that I can't play 2 champs (Garen, Caitlyn) over and over again, so I l bought Ashe, Annie and Gragas. I've tried them against bots in a custom game, I've read builds, guides, everything here at Mobafire. I even saw gameplay videos.
BUT. Then I started a classic PvP game and it was a total disaster. For instance, my last match for Annie - 2/16/13. Feeding factory :-).
So my question is, WHAT is the best way to master new champs? I don't think I'm a noob generally, as Garen and Caitlyn, I am quite good (according to match scores and results).
I would say, just play, play and play, but on the other hand, I don't wanna ruin games for other players. And against bots, it just sucks.
Thanks for answers,
ThomassoCZ.
