yea, it's been being weird lately...though I think this could be related to 
Frozen Heart's AS reducing passive, since the bonus it's granting is the amount by which it's supposed to reduce enemies' attack speeds.

Actually, Void Staff has the same problem - it adds 40 MPen, instead of 40 % MPen to the cheat sheet ;)

Well you see, if you are reducing the AS of all enemy champions in your area by 20%, you are in effect increasing yours by 20% over theirs.
