What's not to like about this?
It makes it so if some ones afk or dc's you don't have to go through the entire picking process before they dodge. Which is a ***** in draft, to go through every pick and ban then at the end the dc'd guy just leaves and you have to go through it again. You know the entire time it was going to happen too. Was such a pain.

It's something that they got from dota. Thank god they implemented it. Why wouldn't you like it? I can't even make a guess at how many games I've had to play where we had only 4 players the whole game cuz one guy was AFK in que. This prevents that. What isn't to like?

I don't mind it just, think it's WAY to short...its I think 5-10 seconds and sometimes you just don't hit it in time because you were busy or just getting a quick drink ect.
If it was 20 seconds then I wouldn't mind it as much since you have a good amount of time to respond.

i love it, cuz it minimizes the chance to get afks.
it also just shows how many ppl are inactive when they go into a ranked queue, which *surprisingly* is a lot.
