I agree with this. You can kill him early on a few times but he'll eventually stack up on HP and most likely just obliterate you under your own turret with help of his jungler. At least, after a certain point he'll almost always be able to get away from you.
If their jungler ganks you and you die, it's GG.

Nidalee and Elise counter him best. Another good tactic imho is to pick a champion which has better mid/late game than Garen.
I don't play LoL anymore.
Any good Teemo destroys Garen and either kills him 4 times in a row or triples his farm. It's impossible for Garen to do anything in the match-up if Teemo plays well. Just impossible. Teemo can, in theory, remain literally untouched by Garen throughout the whole laning phase without sacrificing a lot of cs, and still harassing him to hell and back. Teemo just plain wins the match-up, hands down.

I'm a bad Teemo.
Every time I went top against Garen with Teemo his jungler never left my lane. :(
It was like: "Ok I'm going to leave the safety of my turret and fa- Oh nvm their jungler is here."

Garen is really difficult to beat in lane due to him not relying on mana and getting free resists and sustain from his kit. I've had good luck as Nidalee vs Garen as he can't really do anything to prevent himself from being poked down and Nidalee is also extremely sustained. He can't reliably close the gap as you can just pounce away.

Problem is garen can outtrade panth, even if panth combo's garen will after that use silence and the speed boost to get off a full E, all panth can do is trow spears, making garen outscale him and still win lane.
