Nocturne Im not completely sure is a REAL counter to fizz but this matchup is a complete nightmare for fizz. I had it happed to me in one of my ranked games and it was the worst.
Nocturne will heal all the burst damage that you just did with his passive and his general built life steal. The only time that nocturne is good is when he's in the jungle and you are doing good as he will ult his way to you and you will 2 or 3 shot him.

Any champion that can keep the enemy under Fizzes command is good enough, even the 20/2/5 Jhin will get two shotted by fizz so that's not really a problem. The problem comes when you have a fed juggernaut on the enemy team.

Like I said in the runes page the main thing to learn on Fizz is how you can keep the game in your hands by any means necessary.
Fizzes ult if you didn't know does more damage the farther it travels.
Don't Forget the Auto Attack reset that fizz has with his w.
