TL:DR
TL:TL:DR YOU DO WAY MORE DAMAGE THAN OTHER BULDS BUILDS BUT ARE MUCH LESS SAFE
Varus W has the big AP ratio. 100% max health with full charge Q at 650ish AP, but you'll get to one shots earlier.
You're all % Health damage, so magic pen has a lot of value.
R fully stacks your passive while you charge the Q of doom.
No clue if it actually works like that but I remember activating W during my Q charge. Not needed, but good info to have.

Unformatted comparisons with the other Varus builds cause I can't format :)
AP Varus has the uncontested highest damage out of his builds. You just can't match the amount of % health damage AP Varus dishes out.
On Hit: On Hit has slightly higher attack DPS than AP, but lacks the nuclear one shot power in favor of shieldbow. Trade safety for damage.
Lethality: You are a lot safer playing Lethality, but AP has way higher damage in every front if you're able to attack people. Trade safety for damage.
On Hit and Lethality are safer builds, I will fully concede that fact. However, players that get a dopamine rush by seeing someone die in 0.01 frames (pretend it works like that) will enjoy the sheer volume of damage that AP provides.
