Introduction
In this section we talk about the runes, as indicated by the name of the section ^^, we need "greater seal of vigor" and "greater quintessence of fortitude" to keep life on the line, to harm enemies and minions we need "greater mark of insight" and "greater glyph of potency". Also we can use "greater seal of resilience" and "greater glyph of warding" if we are to function more as a tank.
The items that i advice was for games where the enemies are balanced and not highlight anyone in particular, in the event that was not so we should change our build to adapt, here also give you an example of builds depending on what kind of champion highlight:

Singed is a character that we have so much fun playing, is a champion which can make advance de line fast and farm.
Early game:
We can keep our minions behind, annoying the enemy, when the enemy will advance, we retreat leaving a trace of poison that affects the enemy minions, if we lose health we can play more defensive while regenerate health.
Mid game:
Perhaps at this stage we find that people still not in teamfight but have left the lines to make ganks, right now is the time to farm all we can and help the team when needed, summoner spells and ulti serve us to run away many times while our enemies are eating our poison.
Late game:
At this stage we should go with the poison on and try to launch the ad carry to our team, and selecting the ulti and cleaned to avoid being killed, if we kill the ad carry and ap can slow down the opposing team using our w and throwing our enemies to our team to take charge of killing them, always trying to stay ahead of the enemy to assure that they are poisoned.

as the first skill I choose the "Q" to poison the minions, others pick "E" but their cd does not allow at first do much damage to enemies, so I prefer to start with the poison, after that we take the "E" to launch enemies into the tower if they get close, then we maximize the "Q" and "W" to slow down the enemy and to throw with "E" or escaping from the enemies or potential ganks, of so follow this order of priority:
"R"> "Q"> "W"> "E".
"R"> "Q"> "W"> "E".
As I said I focus on surviving and making the other team lose health while chasing me, this is not easy when the enemy have stuns or can slow you down, for that we need the ghost and clean, between the ulti and the ghost will be difficult we reach, if they even get it we have clean to escape.
