Personal Opinion
Ezreal is flashy, fun and if mastered a high threat.
He can be fustrating to learn and pick up, but once you start getting your Eye in and landing those Qs and WQEs he is very rewarding.
There is no "Best" build or Rune set.
There are the most optimal buils and runes vs certain enemy comps.
Learning which build to go vs what team and which runes to pick make a bigger difference than you'd know.
