Introduction
So lets start out with what i love about Skarner and what i hate
+FULL PULL
+decent dps
+high mobility
+quite tanky without putting much effort in it
+good clear both in jungle and lane
-ranged CC pretty much shuts him down
-enemy out of range = skarner hamless
-underrated
-not wanted
-underplayed

The runes really go for mobility becouse thats what youre made of: SPEED, SPEED and more SPEED.
the faster you go, the further you can pull around an enemy in those 1.5 sec
armor and MR is for tankyness cause we don't want to die on our way to pull that teemo to hell do we?
AD marks is just for the early damage on your Q(crystal slash) which is your main damage toll

the masteries goes more aggresive, this is where you get your power from, so 21/9/0 for the top is good for the early hybrid damage and the little bit of sustain you get can save you a lot of times.
the jungle page is more focused on sustain and utility so you can get your summoner spells up faster, and make some more full pulls with GHOST+ULT(impale)

your items is gonna make you bulky as **** and youre gonna deal a lot of damage with the must-have trinity force and spamable Q(crystl slashes) and yeah i pretty much think the items speak for themselves, rylai's for the more slow on Q and E (crystal slash and Fracture), Atmongs combo for sustain and AD, and at last BOTRK for life steal and active slow
jungle is more focused on being able to pull the enemy as far as possible so fast as possible while not being able to die on your way to get that ADC or Teemo (remember always focus Teemo!)

farm jungle like you always do starting blue and then just help the lane you can see need it.
btw good things to remember: Take red before a gank, ping that you're on your way when you're going to help a lane, ghost only if you can use your ult for a FULL PULL and last but not least: DON'T LET ANYONE BLAME YOU FOR SOMETHING YOU DIDN'T DO WRONG (in a way you dont flame back of course)
