(Phase Rush, Flash Ignite) Fiora is Garen's hardest matchup, and it's not even close. Fiora can on reaction parry Garen Q, and can lifesteal through his combo since she's not silenced. However, there is hope. Take Phase-Rush and play for short trades, as Fiora excels in extended skirmishes. If you can for whatever reason freeze the wave, by either using your better waveclear or anything, you have a chance to trade with Fiora. Fiora struggles in attrition wars as her sustain is REALLY low as long as you're not giving her free vitals, so if you can go in and out with phase rush, eventually she will be forced to back.
Some Fiora players like to save their riposte for your ult. If they do this, you can Q -> ult them while they're silenced.
DO NOT EVER go bramble vest into Fiora. Garen in general can't go bramble since he always has to go mortal reminder, but bramble vest won't make that much of a difference in this lane.
Camille
(Grasp, Flash Ignite) This matchup is not extreme for the reasons you would think. Some Garen players think that since this matchup is regarded as hard, they'll get solo killed every 5 seconds, no. That's how the Fiora lane works, not Camille.
Camille is regarded as an extremely difficult matchup because she will always outscale you if she plays correctly. You will never be able to punish her, or dive her, because of her shield. However, you will have prio for the first 15 minutes because of her nonexistent waveclear/damage early game, and you will also be able to go for plates with demolish if you know where the enemy jungle is. Take Grasp into this matchup as it gives you a way to match Camille's grasp sustain, allowing you to beat her in an attrition war. Notice how a lot of beating the 4 horsewomen comes down to attrition wars: It's what Garen excels at.
Do however care for her ult: It's a free gank setup. However, it also means that you will always win duels with her since you have a dueling ult and she doesn't. (Until 3 items in which case she'll start running over you.)
Teemo
(Any Build that doesn't involve CONQ) Teemo can kind of just Cheater-Recall and then set up a permanent freeze, but Teemo's never do it for some reason. In any case try and do your best to survive with your passive + W and try and get a crash off when you see the enemy jungle botside.
Darius
(Phase Rush + Flash Ignite/ghost) Darius is a very difficult matchup as he can kill you off of any mistake, but *technically* if you play perfect, you'll win this matchup 100% of the time, which is why I put Darius in even. You can start either Cull or D-shield in this matchup as it's going to be very boring and farm heavy/D-shield procs off every tick of his passive. Take Phase Rush so that you can get away with some mistakes. Take Ignite so that you can generate kill pressure on him, or take ghost so that you can constantly beat him in the sidelanes. You really don't want to mess with Darius until you hit level 6 as your lethal range will be too small before then. Take Stridebreaker ALWAYS into Darius even if it's a good Galeforce angle because Darius tends to build tank, and attempting to one shot him will never work. You are simply trying to go in and out and in and out.
Aatrox
(FS Galeforce, Ghost IGN) Aatrox is a very painful matchup, as you will have to sit under tower for a good portion of the game. You can't really fight him, like at all, until you hit galeforce. However, he can't really kill you because of your sustain, and because you have enough MS to dodge his abilities. He also can't freeze on you because of how hitting you hits the wave, and he can't really dive you unless he has his jungler. Take FS + Galeforce because going the bruiser build into Aatrox will result in him lifestealing more than you can damage him. Take Ghost so you can dodge his abilities easier and Ignite so you can cut his healing. You start running him over at Galeforce + Mortal Reminder, the problem is that he can completely take over the map before then.
Renekton
(Phase Rush, Flash Ghost) Fighting Renekton won't really be a possibility until mythic, so take Phase Rush, Ghost + Flash, and sit on a cloth armor. You can also take an extra armor shard in your runes. If Renekton has an aggressive jungler with him, take bone plating so you can't get dove.
Sion
(Conq, Flash Ignite/Ghost, Start cull) Sion is a farm lane. You can't really kill him and he most definitely cannot kill you. The problem is that he outscales you. Take cull and farm under tower. You'll be able to start messing with him once you get berserkers + 6.
Jax
(Updated 8/4, wanted to see what would happen if I went against a Jax player who can reaction Q) (PR, Flash + IGN)
Jax can React to your Q with his E, kind of like Fiora. However, if he prefires his E you can E during it, W when he stuns you and get a Q in after. It kind of just depends on how smart the Jax is, but optimally this matchup is hard. If you can manage to get a lead in the first 5 levels that's really good, as that's his weakest point. However, most Jax players understand that pre-6, Garen's kill pressure is low, and they'll take C-pots and brute force wave control. Not too much you can do about it.
Honestly however I wouldn't take my word on this matchup. I'm honestly really confused as to why this matchup seems so much harder recently, and most Garen mains seem to think this matchup is piss easy.
Sett
(Phase Rush + Whatever summs you want it doesn't matter) Sett is a Lane bully who's designed around winning most attrition wars and extended trades. However, you can just run PR to deny him said extended trades, and use your W if he somehow gets ontop of you to literally negate his entire combo. On top of this, sett's main power comes from setting up cheater recalls/infinite freezes, which don't matter because you have enough wave clear to brute force a freeze down. His passive is literally just a worse version of yours so he can't win attrition wars with you, and his main sticking power, his slows, literally do not matter if you take Phase Rush. The only scary thing about this matchup is the potential for gank setup, but lowkey that's just your fault if you aren't paying attention to where the jungler is. BTW it doesn't matter how many items you have do not ever try to one shot sett it will never work
Yorick
(Conq + Flash IGN) On God this lane is so annoying I would rather face a Fiora then face this abomination of a champion.
Go Stride -> Mortal Reminder -> Black Cleaver always.
As long as you get your full combo off, you can kind of just one shot Yorick. It's just kind of annoying because you gotta constantly stay in the sidelanes because of his pushing power, which makes this matchup very boring.
Riven
(Phase Rush + Flash Ghost/Exhaust/IGN, playstyle dependent/match dependent) Play to outscale, use your W whenever she goes in, and sit on a cloth armor. You'll be able to survive her combo and then sustain it all back up with your passive wheras she has literally 0 sustain.
Tryndamere
(Phase Rush + Flash Ghost or Exhaust if you want to be a terrorist)
Play to Outscale, press Ghost when he does, not much to say about this matchup you really shouldn't be dying ever since he can never catch up to you. For some reason a lot of Garen mains seem to think that this matchup is a lot harder than it is. I think the reason for this is that this matchup just feels bad, especially if trynda gets jungle help as it's just really boring and uninteractive. For this reason I recommend you get a spotify playlist and buy cull so that you can cope with the pain that is Tryndamere.
Irelia
(Phase Rush + Flash Exhaust) At level 4, if you see Irelia fully charge her W and then use it on the wave, she can Q to the casters. At level 5 it's half charge, and at level 9 + BORK she just kills them straight up. If she ever lands her full combo you're just dead, so if she lands her E you need to get out with phase rush. If you really mess up you have exhaust. She can also just hold her W through your E/react to your Q so you can't really kill her until late game. No matter how large the temptation, do NOT go tabis. You will forever lack the damage to kill her if you go tabis. The points in which you can kill her is when either she misses her E (she gets 2 stacks from landing it, E -> Q), she doesn't have her passive, or she doesn't have her W/used it to prep caster minions
There is nothing wrong with going randuins/frozen heart if you want to be a terrorist, sometimes i'll go like stridebreaker -> mortal reminder -> black cleaver -> frozen heart.
Kayle
(Phase rush, resolve secondary with second wind, ghost + ign)
God I hate this matchup. Garen's most exploitable in the first 6 levels, which happens to be the only window where you can punish Kayle.
If you want any chance of winning this matchup you have to take PR, Second Wind + D-shield, and Ghost + IGN. You need sustain for when she starts e-spamming you, you need Ghost + IGN to run her down + you need the damage, and you need Phase Rush because she can run you down if she gets an extended trade.
DO NOT EVER LET HER STACK UP HER PASSIVE ON THE WAVE. IT'S KIND OF LIKE JAX. Do your best to zone her off the wave and DO NOT LET HER HIT THE CREEPS.
Shen
(Conq + Flash IGN) Intense pain and suffering is about to occur. You can look to trade if he doesn't have empowered Q or doesn't have a realistic way to setup his W. Shen is going to act like a brick ****ing wall: You can never kill him because of his W, you can never dive him because of his E, and the second you think your team is winning, they aren't because he ults down.
Stride -> Hull (If your team is even/ahead) -> Mortal -> BC -> Sery
You need Hullbreaker so that Shen can't just ult away to a fight while you're splitting, you need BC + SERY core because it gives you 85% armor pen (remember Garen gets 25% from his E) and believe me you need that armor pen vs Shen. Mainly what you're going to be looking to do during this lane is brute force prio with your surperior wave clear and make the enemy jungler's life a living hell by invading constantly. You can't really stop Shen from doing his thing but you can sure as hell piss his jungler off.
If you do for some reason decide to dive shen, turn your E on THE SECOND he taunts you so that at least you're dealing damage to him while you're taunted. Also make sure to turn on your W for the tenacity.
Vayne
(First Strike, Ghost IGN) You are about to feel incomprehensible amounts of pain. When I said Fiora is Garen's hardest matchup, I meant Fiora is Garen's hardest common matchup to face. Vayne is by far the hardest matchup for Garen, its just that you'll never face it (probably).
Take Nimbus Cloak + Celerity instead of 2nd wind in secondary tree because Momma ain't raise no *****. Once you get Galeforce and Vayne is in Range, vomit all over your keyboard. She should die if she's not ahead, and if you don't vomit all over her in the mid game she'll obliterate you come late game. You need to run mortal reminder secondary in this matchup because if the Vayne is intelligent they're running BORK + Shield bow.
If the Vayne is a terrorist and takes **** like bone plating, extra armor, exhaust etc come mid game she won't have the damage/summs to threaten wave prio and you can just brute force it and roam.
Quinn
Look at the vayne notes but swap IGN for Flash because Quinn is probably the squishiest champion in the game and you really don't need IGN.
Honestly this is usually my Perma-ban as although you will lose lane harder against other champs, this one will roam and then you get flamed and it's just generally not fun. At least in the Fiora matchup you have the potential to outplay.
Mordekaiser
(PR, Flash Ghost, I'm currently experimenting with Ghost + Exhaust you can have one defensive summ ever time he ults) Here's the thing: Post 6, you can't duel Mord. You're really just looking to be a brick wall in the sidelane, and then try and dominate in teamfights, usually with flanks on the backline. It doesn't matter how strong Mordekaiser is in teamfights if his backline is dead.
You can also try and use your MS advantage to get stuff done on the map and he simply won't be able to keep up, it's very funny. Take jungle camps, make the enemy jungle fall 3 levels behind. Roam mid. Be kind of like singed.
Also don't be afraid to proxy in this matchup, that's a thing Garen can do.
As of writing this I'm experimenting with Stridebreaker -> Zeal -> QSS to see if I can brute force waveclear even if he contests me.

Volibear
This could be said for any jungler who dives well, I just chose volibear because he's the most blatant example of this.
Garen Post 6 LOVES to dive people with his jungler. It's almost impossible to fail them as he deals 60% of their HP with point-and-click abilites, and he silences them so they cant retaliate.
Soraka
Just using Soraka as an example, but enchanter generally do well with Garen as it enables him to becomes this unkillable healing demon. Also, Ardent Censer gives him more ATK speed.
Kindred
I am convinced there is 0 counterplay to this duo. You get free dives (Kind Ult -> Garen Ult), Free skirmishes, and there are 0 bad matchups. (Kindred struggles against early game junglers who can brute force her, and Garen can peel for her/does really well into those champs) (Garen struggles against ranged top laners and safe laners, Kindred is happy to dive the ranged top laners and invade vs the safe laners) You can kind of brute force invades with Kindred Garen just by the nature of how these champions work and get 7 stacks REALLY quickly. After 30 minutes this duo just kind of takes over the game as they just out scale virtually everything. It's like a Nasus who got too many stacks; It's just going to get worse.

Garen is a bruiser. He excels in splitpushing, as he has immense waveclear, can take jungle camps easily (E deals 150% damage to jungle camps), dive weaker opponents, and has very threatening flanks with his one shot potential and high MS. Your goal with Garen is to use your MS and waveclear to gain immense amounts of tempo. I know that's kind of a high elo buzzword that's tossed around, but if you've ever gone against a Garen and had him just kind of roam all over the map and take all your jungler's camps, you know exactly what I'm talking about. This is one of the main reasons Garen is immensely powerful in Solo-Q: As long as his fundementals are solid, he will exert an immense amount of pressure on the map: The support, mid laner, and top laner will all feel like they need to help protect the jungle camps you steal, the top laner will feel like they need to protect the tower after you push in a couple waves, all the while you've used your surperior MS to roam and assasinate the enemy bot laner. While his pressure does fall off somewhat late game due to people starting to build defensive, that usually won't matter as hopefully you've done enough damage on the map that your whole team is a couple drakes and a couple thousand gold up. This pressure will cause teams to crack, as no one on the enemy team is communicating effectively, and they'll just fall under the pressure, even in Challenger/LCS. A good way to figure out what a champions identity is is to ask yourself: "What does the perfect game on this champion look like?"
To me, this is what that game looks like:
I get a lead in the laning phase, either by my opponent not respecting my large lethal range post 6 or using my sustain to force an attrition war and make my opponent recall.
I then start perma powerfarming by shoving the wave uncontested and farming a jungle camp. I'll be level 15 while the enemy top is 12 and the enemy jg is 10.
I then start splitpushing in the lane away from objectives. Since I have such a high level lead, it doesn't matter what the enemy top laner does: I will dive him if left to my own devices. This forces 2 people to come stop me, and when they try, I use my 500 MS to simply run to the other side of the map, get a flank off, and win a numbers advantage teamfight. Eventually our team will have so many objectives that we'll just win by pure statcheck from drakes or map pressure from us exposing their base by taking towers/baron/rift.
