when playing speed rammus, you are above such trivial things as "damage" and "usefullness", you are speed, only speed.
Helpful tips
I prefer saving all my item cooldowns and ghost for one burst of speed, at max speed you can cross the howling abyss in a matter of seconds.
Another useful tip that has helped me is to listen to eurobeat as you engage max speed, it may not increase your stats but it definitely feels like it does.
