Kleptomancy is a good rune for Lucian if you want to gain more advantage in lane and reach your spike faster. With the updated Klepto rune it is now possible to trigger Klepto Twice after using an ability and since Lucian passive is that he will AA twice after an ability it has a very good synergy.

As for the other runes

Ravenous Hunter: This rune has good synergy with Lucian his R since you will receive a ton of healing while kiting.
