When you are going mid with Lissandra it is good to have her q powerful since it can hit in the back by the mage minions. This works for the champions as well.
I was vs a Skarner it was easy to keep poking him early to mid game with my q. Yes, early you may not do much damage, but as you slowly chip at their health if they run out of potions early and are forced to go back you can attack the turrets or go help for a gank.
Make sure to ward the middle. I was dying plenty of times when someone from jungle, top, or bottom would come help Skarner and gank me to where I would die. So ward as a precation to prevent deaths.
