Taliyah
Taliyah's kiting abilities simply outshine Garen. Unless you have a flash or someone CCs her, there is no way you're getting close to her.
Garen's Q and E both scale with attack speed and crit. Big numbers, big damage.
Mid: Garen's Q and E combo can do insane amounts of damage. Even if you get damaged a lot, Garen's passive and Doran's Shield combination can heal you a lot after stepping back and waiting for the Doran's and your passive to do it's magic.
I recommend you play somewhat safe until you're level 3. (Unlocked his Q, W and E)
Jungle: Garen's E is can clear jungle camps very fast.
Because you're not necessarily fighting before hitting level 3-6, your early games can be very consistent and most likely, the enemy jungler won't be getting fed early.

Make sure to clear your entire jungle before ganking!!! (Applies to only the Red Route)
Red Route: Start red buff, then to krugs, to raptors, to wolves, to blue buff, to gromp and then try to find a gank if possible. If you can't find a gank, go back to opposite side of jungle and either try to gank that side or wait for jungle camps.
Blue Route: Start red buff and then go steal the enemy blue buff, after that go clear your side of the jungle as fast as you can so that the enemy jungler cannot steal something back. Do this ONLY when you know that the enemy jungler is starting on red side, not blue side!
(Optional) Blue and White Route: After successfully stealing the enemy blue buff, you are already a level ahead of your jungler, you have the affects of blue and red buff to use in a gank nearest to you if it is possible. If you can't gank, quickly clear out your side of the jungle as fast as possible.
I've always loved offmeta picks and builds. One of the first ones I tried was AP Nasus Mid which wasn't that good. Now I've tried thousands of offmeta picks and my 2 favourites are Thresh AD Top (Cryobeat's build) and Garen Jungle. (This exact build)
