A few things I noted while skimming through..
Do you consider attack speed marks at all? They do speed up jungling a bit.

About the attack speed runes, they can be quite handy. Altough, normally I think rammus clears jungle camps quite fast already and I would prefer magic penetration over attack speed. However, attack speed runes can be nice if you like it.
About the offensive items, true I almost never use them in-game. There were some times though where my team just didnt do damage, then I wanted to be a bit more offensive while still being tanky so I bought these items. It worked out pretty good. Its better to still have some full tanky items though.
I don't agree with everything (for instance, is Frozen Heart really necessary with all the armor we have despite the sweet other effects?)
No, it isn't necessary. This is where the situational items come in handy. I rarely buy my normal build. I put frozen heart as last in my build, so you can change it to your needs. You should always buy items based on what is happening in your game. For example, if the ap caster are fed, it's better to buy magic resist than armor.
