laning-behaviour
in early, trade if you feel you are going to win, you will get the hang of it after a few games, akshan's double tap dmg backs up in very early game. in mid laning phase, push minions and look for q marks, if its viable follow your marked enemy with e. also ignite while hooking in e for maximized dmg. in mid and lategame you are in your strongest, look for singled out enemies before teamfights and stay back in teamfights, never engage unless you can get 2+ res or kills unless it's an emergency situation. be resource hungry and keep your eye on the map, especially in lvl3. your potential at level 3 is mind blowingly high, a singular good hook can win the scuttle fight.
tips-tricks
learn to use your e on real encounters, play a lot and play aggressive. if enemy hp is low enough for a dive, either mark him with q, isolate him without minions or ignite him mid swing, so you can hit him in e without problem. force enemy to hug one side of tower walls, than hook opposite side and ignite him mid swing, you can deal a lot of damage and leave with 1 tower shot at most in most scenarios.
learn to roam and also utilise your w active in laning too. w is same as evelynn but you can use it to trick your laner into thinking you are in roam, busting them when they burned their skills, harassing and even scoring without actual threat.
w is also good for not raising suspicion and baiting into teamfights(especially in the lategame, a good enemy assassin will definitely kill you even if 4 teammates peeled you, stay in w shroud and wait for teamfight, then engage on enemy, making assassins forcing into choosing other target than you), send one of your teammates as bait, once your enemy burns their spells, swing into battle, catching them unexpected, and reviving if your teammate falls.
r can be cut short for unexpected damage, very useful for executing around 100 to 300 hp enemies depending on stage of game when they can be stood in front of.
if you are gonna go for the kill, always ignite before e, makes your e incredibly more impactful on outcome.
dont open w until level 8, if you think you can benefit from w until level 10(roaming, teamfight, skirmish, literally any good use case for w), give point to w, else give point to e.

conclusion
thats pretty much it if you are looking for a general, not very in depth guide. dont play him top, you cant utilize full potential in toplane no matter what you do. it is fun but not ideal.
