1) learning the basics of your chosen role -> you can play tali mid or jg or even adc/support so you must know the ins and outs of that role, what you should do in early mid and late and what's your general condition
2) you should know taliyah spells/combos and power spikes. For example you should know that you deal significantly more damage when you complete ludens/liandry/everfrost than some seconds before and so you should play around such power spikes. You could probably go through this guide and see what it says and how you can improve yourself. Last but not least you could watch the games you played and analyze your own mistakes and create a file / write somewhere down what you did wrong so you don't do it next time and so you improve out of it.
You could also perhaps watch my YT vids for full gameplay(s) if you're interested in some higher elo gameplay (if you're new to the game this might help as well).
I'd say people that enjoy/like Luden's are the one who make good use of the movement speed.
However nowadays Mid Taliyah is pretty much in the gutter and I actually seriously think about moonstone build on mid with exhaust dark harvest and focusing around camping bot / helping your jungler get ahead while passing several amounts of CS and XP.
You fall in CS now because they changed mid prio/mid power. Roamers (especially AP ones) are in a very bad state right now and your best bet is to accept that when you come back to lane you're going to be behind.
What you gotta do is take fewer risks and focus mainly on either short roams (helping your jungler 2v2) or 100% succesful roams (which is very rare).
So yeah, it could definitely be viable.
In jungle that's a bit more rare because Taliyah early gank power is weak and if you get counterganked you lose anyway most of the time. So we can't use it in jungle either because by the time we're useful we should already have 10 stacks. (We're not Karthus).
On Mid and Top it's the least useful because sometimes the mid lane will go up to level 6 without you being able to do a full combo on the enemy mid or the enemy jungler or the enemy botlane. I had perfect games where the score was 0-0 at around my level 6 and that means in that case Dark Harvest would have been ten times less useful than electro.
DH use case is if you think there is going to be a fiesta early or lot's of opportunity for hitting the combo. In the elo I play (master tier+) I cannot easily hit w+e on enemies without GLP because it is very easy to dodge at higher elos and so my opportunities decrease in proccing DH. In your elo (whichever it is) IF you look over replay and see lots of fights in which people stay below 50% hp early then DH would likely be a better option than electrocute but that is up to you to determine.
